An Ordinance to license and regulate Second-hand Dealers,
Junk Dealers and Pawnbrokers in the City of Port Townsend,
vlashinrton, and providing a penalty for the violation thereof, and
repealing; Ordinance No. 855 and all rrdinanc es amending the same.
The City Council of the City ofq'Port Townsend, 'Aashington,
do ordain as follows:
Sec. 1.Fvery person firm, or corporation engaged in whole or
in part in the business of h+tying or selling secondhand personal
property within said city shall be tormed'a Second-hand Dealer;
every person, firm or corporation engaged in the business of buy-
ing or selling, metal ,junk, :melted metals, raps, paper, old rubber,
or any other kind of junk or cast off materials of any kind, shall
be termed a Junk Dealer; and every person, firm or corporation en-
gaged in whole or in part in the business of loaning money on the
security of pledges, deposit, or conditional sale, of personal
property, shall be termed a pawnbroker.
Sec. 2.very second-hand dealer and every junk dealer and every
pawnbroker shall before doing any business in said city obtain a li-
cense so to do for which he shall pay the sum of.twonty-five dollars
per annum; Provided, however, that the same person, firm or corpor-
ation may engage in any number or all three of said lines of busines_.
by paying the sum of twenty-five dollars per annum for each line so
enraged in.
Sec. 3. Such license shall be granted only upon the filing
with the city clerk of a statement by the applicant showing the
name of the person, firm or corporation applling for the license, th
location of the intended
enisAn ss, the beginning and ending of the
year for which the lic'se,,, an also showing whether the applicant
desires to do business as a second-hand dealer, a junk dealer, a
pawnbroker, or any or all of such lines of business. Such applica-
tion must be accompanied by the receipt of the city treasurer show-
ing that one year's license has been paid. A receipt from or state-
ment from the city clerk showing that such application and receipt
from the city treasurer have been filed shall be considered a suffi-
cient license to do business'.
Sec. 4. Nvery second hand dealer and every junk dealer and
every pawnbroker shall keep in his place of business a book or
other permanent record in which shall be legibly written at the
time of each loan, purchase or sale,. a record, in the Nnglish lan-
guage, containing, the following :
1. The date of the transaction. 2.The name of the person or
employe conducting the same. 3.The signature cf the person with
whom the transaction is had, together with a general description
of such person as to color of eyes and hair, and as to size, dress
and facial appearance. 4. The name and stredt and house number, if
any, of the owner of the property.•5. The street and house number,
if any, of the place from which the property bought cr received in
Pledge was last removed. 6. A description of the property bought or
received in pledge, which in case of watches shall contain the
name of the maker and the number of both the works and the case, and
in case of jewelry shall contain a description of all letters and
marks inscribed thereon: Provided, however, when the articles
bought or receivedin pledge are furniture, or the contents of any
house or room, a general description of the property together with
a proper location of the house or room shall be deemed sufficient.
