An Ordirance to Mao= and regplate second hand dealers and
pawnbrokers in the City of Port Townsend, Washinaton,and providing',
a penalty for the violation thoroof.
The City Council of thj City of Port, Townsend, Washington, do
ordain an follows:
Section 1. Every parson, firm or corporation engaged in whole

property, metal Junk, or ;pelted metals, shall he doomed tc bo a
second-hand dealer; acid ovary person, firm or corporation engaged
in whole or in part in the business or loaning money on the security
et' pledges, deposits or conditional sales of personal property, shall
he doomed to be a pawnbroker.
See. 2. Every second-hand dealer and every pawnbroker shall, be-
fore doing any business in said city obtain a license so to d• for
which he stall pay the sum of one dollar per annum, provided, that the
payment or one license fee shall entitle the licensee to do business
both as a sorono hand dealer and as a pawnbroker if his application
therefor so states.
3ec.3. Such lironso shall he granted only upon the filing with
the city clerk of a statement by the applicant showing the full
name or names of the person or persons, firm or corporation intend-
ing to onSage in such business,the location or the intended business
and the beginnini; and ending of the year for which the license is
dosired,and also showing whether the applicant desires to do busi-
ness hrra$ as a second hand defiler or a pawnbroker or both. Such
application must be accompanied by the recoipt of the City Treasurer."

Sec. 4. Every second hand dealer and every pawnbroker shall
keep in his plane of business a book or other permanent record in
which shall he legibly written in the }'English language at the time
of each loan, purchase or sale, a record containing:
(1) The date of the transaction.
(2)The IIame of the person or employee conducting the same.
(3) The signature of the person with whom the transaction is
had, together with s general description of such person
as to color of eyes chair and as to size, dress and faeift.

(4) The name and .street and house number of the owner of the
property.
(5) Tho street and house number of the place from which the
property nought or received in pledge was last removed.
(6) A description of the property bought or received in pl.ad3d,
which in the ca5n of watches shall contain the name of the maker and
the number of both tha works and the case, and in the case of jewelry
shall contain a description of all .Letters and markgr inscribed
thereon: Provided, that when the article bought or ruceivad in pledge
is furniture, or the contents of any house or room, a general de-
scription of the property together with a proper location of the
house or room shall he doomed sufficient.
(7) The price paid or the amount loaned.
(8) The names and place of residence of any person or persons
witnessing the transaction.
(9) The number of the pawn ticket issued therefor if any.
