by permission of the health officer, and where such matter is to
be h+irned on the outside the permission pf the chief of the fire
dopartment is also to bo obtained.
Sec. 3. That it shall he unlawful for any person other than
one
theft duly authorized by the city council to move, transfer, trans-
port or convey within tho limits of t`.e city, for hire, any such
rubbish, garbage, or other refuse matter; or for any person to
employ for hire any other than the rogularly authorized garbage
man for such purpose.
fo c.4. That the privilege of convoying all such rubbish, garb-
age and other refuse matter to the said dumpin;- ground, and the
privilege of contracting, with the inhabitants of the said city for
such purpose, shall, aftar proper advertisement, be lot to the hirh-
est bidder for such length of. time and in such manner as said coup -
oil shall order, and the parson to whom the said contract shall be
awarded shall give to the city a good and sufficient bond condi-
tionad for the faithful performance of his duties as required by
law and ordinance, the amount of such bond to be fixed in each case
by said onuncll.
goc.5.That for conveying such rubbish, garbage and other ref-
use matter to the said dumping ground, the said contractor shall not
charge more than the fpllowinf; rates:
7?bt,+ls and restaurants, $2.50 a notth
Lodging houses and places of husiness, 11.00 a m.r:th.
Privra.to residences, fifty cents a month.
And in all cases he s',.all make his charges fair and ,lust and without
discrimination, and shall as near as may be practical , adjust
such charges and rates to the amount of xarvices randered:
Provided, however, that on thn basis of t.hn forer.oini- rates
he shall not be requirod to collect such garbage or rubbish or
other -ofuso matter oftener than twice a week from hotels and res-
taurants ar,4 once a week from residenoes and other places of business

and for a h-oo may charge such proportionate rates
