The policy provides direction on the procurement and provision of library materials that reflect the ever -evolving needs and interests of the communities served by PTPL and inform members of the community about the principles used to select and manage the collection. This policy will be reviewed on a periodic basis. Principles of PTPL Collection Development • It is the goal of the Library to provide a diverse collection of materials, in a variety of formats and languages, for all ages, responsive to the needs and interests of the community within our budgetary and space limitations. • In order to support an informed public, the collections represent a variety of viewpoints from diverse sources. Selection of materials by the Library does not indicate an endorsement of the contents or views expressed in those materials. • The Library provides open and equal access to library collections to all resident users. • In selecting materials and electronic media, library staff uses professional resources, judgment, knowledge and experience. • Staff anticipates and actively reaches out to the community to ascertain the needs and interests of the public and also considers customer requests for materials. • The Library helps preserve and share our community's history. • When possible, the Library purchases some digital collections with consortiums. This includes the Washington Anytime Library for eBooks and eAudiobooks and the Cooperative Libraries of the Eastern Olympics (C.L.E.O.) for databases. Consortium level purchasing helps to expand the collection budget through economies of scale procurement. The Library strives to add digital collections in conjunction with demand, cost, and availability. • The Library believes that a high-quality library collection must be kept up-to-date by judicious oversight, removing outdated and worn-out items, while preserving, and when necessary and possible, replacing, classics and items of lasting value. • The Library considers reading, viewing and listening to be individual matters. While any patron is free to select or reject materials for themselves or their own minor children, the freedom of other Library patrons to read or inquire will not be restricted. The Library would never presume to usurp the role of the parent. Only parents and guardians have the right and responsibility to guide the reading, viewing and listening choices of their own minor children. The Library does not stand in the place of parents (in loco parentis.) The Library Director and his/her/their qualified designees are responsible for collection development and management. On a day-to-day basis, the policy is administered by the Library Managers, and implemented by the professional staff. The professional staff selects and maintains materials in areas assigned to them by their supervisors. Selection of Materials The Library emphasizes breadth over depth, unabridged over abridged, and general treatments over specialized, scholarly and professional treatments. Because technologies for sound, image, and electronic delivery of information continue to evolve, the Library will monitor and evaluate new formats, implementing them when appropriate and discarding obsolete formats when necessary. There is no single set of criteria that can be applied in all cases. Some resources may be judged based on their artistic merit or scholarship while others are judged based on the recreational interests of the community. The criteria for judging fiction, nonfiction, and electronic media will vary. Materials are judged as a whole rather than on particular passages. Materials for the regular and special collections are selected based on measures outlined in the Library's Collection Development Guidelines. Collection Maintenance The Library's material selectors are responsible for decisions regarding weeding, repair, and replacement in their area of the collection. Proper maintenance of the collection provides our users with what they need and expect: useful, current materials in good physical condition. Discarded materials are handled as allowed by law per,fl.C..W 39.033_.7 D. Request for Library Materials Patrons may make requests, and the Library will consider either borrowing the item from another library (Interlibrary Loan) or purchasing the item for the collection. Some items may not be available. Requests that are purchased are subject to the same collection development criteria as any other work. "Gifts" Donated Items The Library welcomes donations of books and other materials and accepts monetary contributions toward the purchase of materials. The Library reserves the right to decide the disposition of all gifts received. Gifts added to the Library's collection become the property of the PTPL and will be placed where most appropriate. Material not added to the Library's collection may be sold by the Friends of the Port Townsend Library. The proceeds from material sales are used by the Friends to support our mission. Material selection and collection maintenance will follow the general practices of the library's collection development policies. Request for Withdrawal or Addition of Library Materials The Library believes in information for all and does not practice censorship. A patron questioning material in the collection is encouraged to talk to library staff about the material. Patrons who are residents of the City of Port Townsend may submit a Request for Reconsideration or Addition of Library Material form for material that the patrons considers objectionable or to request materials be added to the collection. A procedure is in place for handling such requests. Materials under reconsideration/addition will remain available to patrons until a determination has been made. Only one Request for Reconsideration/Addition per title is allowed. The Library Director or their designee will respond with a written decision within 30-60 days of receiving a completed Request for Reconsideration/Addition Form. Port Townsend Public Library Strategic Plan 2027 -2025 1 Updated for 2027 III Yi IIIA III `,J III `,J III G C 0 4,J III III a 2020 The Port Townsend Public Library (PTPL) is truly Port Townsend's library. Its staff, collections, programs, historic Carnegie and Charles Pink House buildings are custom tailored for the unique community it serves. Port Townsend values its small town feel and sense of a community; loves the arts, creativity, history, and the sea; supports learning at all ages; and has an economy based on tourism and, increasingly, local self-reliance. This Strategic Plan gives us direction for how to continue to be the best library for Port Townsend over the coming five years. Just as PTPL is shaped by its community, this plan is shaped by the particular time we are in. As this plan is written, we are in the midst of a major public health crisis, on the slow path to recovery. Financial challenges that were already affecting the City of Port Townsend have been exacerbated, inspiring Engage PT, a community -wide conversation about how to focus a constrained City budget, and encourage public participation in Citywide initiatives. Public attention is focused on tackling systemic racism and climate change; promoting social, economic, and environmental justice, and providing equitable access to resources for all community members. We are grateful for our assets and mindful of our constraints. PTPL is fortunate to have the support of the community, expressed both in recent engagement activities and in the passage of a levy lid lift in 2008 that created a dedicated source for library operations. As generous as this is, this funding is constrained in two significant ways. The revenues it generates does not increase with inflation and so the library's purchasing power is eroding over time. Currently all levy funds are necessary to fund library operations and there are questions about whether the levy can be used to fund capital improvements. Further programmatic outreach or any increased services will be dependent on staffing and service models. Currently, the library is at maximum capacity for maintaining day-to-day operations, which leaves offerings status quo for now. This Strategic Plan is calibrated to be both pragmatic, grounded in short-term realities, and aspirational, looking beyond current constraints. Engagement activities conducted as a part of this planning process captured what is most important to community members: our collections, staff, and space. We also heard a desire for more: more community connections; more programs and resources beyond the walls of the library; and more of a focus on what makes Port Townsend, and Port Townsend Public Library, unique. This Strategic Plan names the Library's Vision, Mission, Core Services, and Assets and Resources. We will stay true to these, leveraging them to advance four Strategic Initiatives designed to strengthen our ability to serve the Port Townsend community. These elements are durable and will guide us through 2025 and perhaps beyond. Each year, in concert with annual reviews on a citywide basis, we will use this guidance to identify current special projects, with related ideas for the future indicating where we may go in subsequent years. In an annual cycle, Library staff will work with the Library Advisory Board, City leadership, and our partners to reflect on our progress and establish priorities and our budget for the coming year. As noted on the pages that follow, 2022 will serve to establish a baseline and methods of gathering ongoing measurement data. Kids enjoyed moving through the different stations, designing characters, and filming their movies. Produced in a distinguished workshop near the port of David Levine taught Art History in Connecticut for over forty years. The author of scholarly articles, catalogs and the editor of two books, he has received awards from institutes such as the National Gallery of Art, J.P. Getty Foundation, and the American Academy in Rome. In 2017 Connecticut Board of Regents from Higher Education named him "Connecticut State University Professor," an honor for lifetime academic achievement. David's projects have usually focused upon European paintings whose significance has been lost in the fog of time. Not only did we have five teens attend this program, we also had two enthusiastic families with elementary age children attend. I broke us into two groups, set them up with games, and facilitated the activity transitions. Teens started the night by eating pizza, hanging out, and playing a card game. They then took a turn playing Mario Kart on the Nintendo Switch. It was fabulous seeing the group come together and have such a fun time! I also enjoyed hanging out with the kids and families that attended this program. They had a blast playing strategy board games, matching games, and taking a turn on the Nintendo Switch. I am proud to say that we met or surpassed all of our youth services goals for 2023. We started out the summer with an increased presence at Salish Coast Elementary, Blue Herron Middle School, and Port Townsend High School, distributing a total of 950 Summer Reading handouts during class visits, field trips, and school assemblies. This led to a 125% increase in participation from the previous year. In fact, we had a record number of 10 -hour finishers, distributing prizes to 219 kids and teens, surpassing --"" even pre -pandemic numbers from 2019. A total of 199 library patrons completed the Summer Reading challenge and earned a t -shirt. Staff and patrons alike appreciated our approach to Summer Reading and enjoyed participating in this fun and engaging program. Eliminating registration reduced barriers to access, making it easier for frontline staff to promote the program and for families to participate in Summer Reading. When asked for feedback, frontline staff said things like: • "It was the easiest year by far, from both a staff and patron perspective." • "Children seemed excited about the book prizes. Eliminating sign-up made it simple to pitch to families who might be interested." • "No registration or sign-ups was fabulous! Patrons were pleased to just pick up a tracker and not worry about details to participate. I think a few who were 'on the fence' or reluctant were enticed to play along because of no demands. Parents and kids were excited to be able to choose a child's book after 10 hours of reading and receive their t -shirts at the end. Well-planned in advance and went smoothly." Next year we will build upon the success of this year by finding additional ways to advertise and promote the program. Our promotional visits at the public schools were so successful, I would like to plan additional outreach visits to local private schools and homeschool groups. The show takes ten Americans to Sweden to trace their Swedish ancestry and meet their living relatives. Weaver will recap her life -changing journey of traveling and meeting family during the pandemic and share fun behind the scenes stories of what it is like to be in a foreign country on a reality TV show. She will also talk about the library's genealogical resources and how they helped her get cast on the show. About Melody: Melody Sky Weaver, Port Townsend Public Library Director has a Master's Degree in Library and Information Science from the University of Washington, and a Bachelor of Fine Arts in sculpture and postmodern visual culture from Boise State University. She previously worked as a public arts professional and librarian in Boise, Idaho. In Idaho, she was awarded the prestigious Idaho Woman Making History award for her community artwork. She was honored as one of Kitsap Peninsula Business Journal's 40 Under Forty in 2012 for her work with community building in her position at the library. In 2018 she and our Carnegie Library were featured in the New York Times in the article "Twelve Authors Write About the Libraries They Love." In 2019 she was awarded the President's Distinguished Service Award from the Pacific Northwest Library Association, for her work with Brianna Hoffman on analyzing the benefits of LEADS and recommending future actions for a leadership program. The daughter of Jewish refugees and undocumented immigrants in New York City, she grew up during the Red Scare of the late 1940s and 1950s, was inspired by the civil rights and anti—Vietnam War movements that followed, and struggled with coming out as a lesbian at a time when being gay made her a criminal. Shelley rose to become a public speaker for the New York chapter of the lesbian rights group the Daughters of Bilitis, organized the first gay march in response to the Stonewall Riots of 1969, and then cofounded the Gay Liberation Front. She coproduced the newspaper Come Outl, worked on the women's takeover of the RAT Subterranean News, and took a central role in the Lavender Menace action to confront homophobia in the women's movement. Songs, stories, puppets, and more! Comments: What a fun event! This was one of the few times that I've gotten the chance to host a storytime with other youth services librarians. Scott and Rosaletta from the Jefferson County Library are both skilled and engaging performers. We broke the storytime into three parts, with each librarian sharing a few songs and one of their favorite stories. I created a small puppet theater for us to use while I read Five Ducks Away by Mem Fox. By building times to count the ducklings along with the story, preschoolers had an opprotunity to practice early math and counting skills. Rosaletta read Groovy Joe: Ice Cream & Dinosaurs and talked about the importance of sharing, while Scott and I held colorful dinosaur cutouts in the background.
