MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF AUGUST 14, 2023
CALL TO ORDER/ ROLL CALL
The Port Townsend City Council met in a Regular Session on the 14th day of August
2023 in Council Chambers at 540 Water Street. Deputy Mayor Amy Howard called the
meeting to order at 5:59pm.
Councilmembers present at roll call were Amy Howard, David Faber, Aislinn Palmer, Ben
Thomas, Monica MickHager, Owen Rowe, and Libby Wennstrom.
Staff members present were Public Works Director Steve King , Wastewater Treatment
Plant Operations Manager Bliss Morris , Project Manager Andre Harper,
Communications and Marketing Manager Shelly Leavens, and City Clerk Alyssa
Rodrigues.
GENERAL PUBLIC COMMENT (REGARDING ITEMS NOT ON THE AGENDA)
There was no public comment.
DISCUSSION ITEMS
General Sewer Plan Briefing
Public Works Director Steve King introduced the General Sewer Plan Briefing.
John Hendron, PE, Dan Mahlum, PE, Tom Coleman, PE, from RH2 Engineering,
Wastewater Treatment Plant Operations Manager Bliss Morris, Public Works Director
Steve King, and Project Manager II Andre Harper presented the General Sewer Plan
Briefing presentation which included Overview, Sewer System Overview, Population
Projections, Historical Flow (Last 6 Years), Projected Flow -City, Projected Flow -
Expansion Area, Projected Flow- Total, Projected BOD Loading, Collection System
Analysis, Growth Allocation, Collection System Upgrades for Capacity, Other
Improvements, New Pipeline Inspection Van, Collection System CIP, Long Range
Sewer Main Refurbishments, Wastewater Treatment Plant, WWTP Layout, WWTP
Near -Term Capital Improvements Plan, and Future WWTP Expansion, Septage and
Compost Facility, and Septage and Compost Facility Near -Term Capital Improvements
Plan.
In response to Council's clarifying questions staff and consultant explained percentage
of streets stormwater goes into, process to manage stormwater surge, backflushing,
COVID pandemic effect on numbers, max capacity, BOD acronym, life of plant,
industrial businesses in sewer system, TSS definition, pipe spacing, 5 -year rebuilds,
SM definition, location of pump station, cost for pipeline inspection van, sharing the
pipeline inspection van, life expectancy of vehicle/camera, price for digging pipe, grant
competition, clarifier, mechanical and process changes, site choice amount for new
plant, maintenance with upgrades, expanded plant and energy usage, passive
compost, fire protection, PFAS testing, office area for employees, and cutting down on
energy use.

Public Comment:
There was no public comment.
Discussion ensued around tsunami concerns, number review, rate impact, balanced
budgets, knowing what will fail, education, water treatment facility loan, service
charge, sewer plan, comparable city statistics, utility tax, and education on utility bill.
