This change in vegetation maintenance responsibility to the adjoining
property owners has been discussed and vetted with the I and D
committee meetings for over 1 year associated with the Comprehensive
Streets Program. This change has also been discussed with the Parks
Recreation, Trees, and Trails Advisory Board with overwhelming support
due to the crude nature of the mowing machine and impacts to
vegetation and trees.
The City's newsletter has also included an article foreshadowing this
change in the February and March Newsletter.
This presentation will also be posted on social media as well as
provided in a press release later this spring.

This shift in practice will involve whole city participation of all
property owners rather than those who historically accepted this
responsibility. This includes the City. The City will take responsibility
for mowing all of the frontage along the City's ownership.

Keep vegetation along the street trimmed to ensure drivers visibility and
pedestrian clearance: Vegetation should be controlled with a minimum of 5'
and a goal of 10' clear zone from the edge of pavement, 5' clear zone from
the ditch line, and 1-2' clear zone from the back of the sidewalk. (This
means controlling brush such as snow berries, wild roses, blackberries etc.)
Trees should be trimmed up 15' above the roadway and a minimum of 7 ft
with a goal of 9 ft above pedestrian paths and sidewalks.

Keep ditch lines clear - To control drainage and preventing clogging of drains
and culverts, all loose vegetation and garbage need to be removed from
ditch lines at all times. The City may periodically excavate ditch lines due to
sediment from the street. The City also may improve shoulders of the street
to ensure water can drain from the pavement to the ditch.

What is aflowed in the Uy right of

After touring the city streets, 90%+ are in good shape and need to be
maintained as they exist today. Most properties with homes on them
already maintain the landscaping in right of way adjoining their property.
The majority of properties in which the City has been maintaining
vegetation are vacant properties or double frontage properties. This is
where the largest impact will be felt by property owners, especially for
larger properties.
These sets of vegetation maintenance goals set forth a progressive
approach to all property owners doing their part to maintain the vegetation
in the right of way. Fulfilling this responsibility allows city tax dollars to
be spent on streets and drainage rather than vegetation control.

Staff will continue to put forth public information on the change
in maintenance practice and responsibility of property owners.
Staff will be drafting new nuisance codes with clarity in the
definitions and requirements for property owner vegetation
control in the rights of way. Staff anticipates new code first
reading April 3rd.
Staff recommends streamline nuisance code, relying on notice
and opportunity to remedy the problem with class IV infraction.

Safety, and the IEinviiroirnirneinff
US 101 and State Routes 104, 20 and 19 serve residents, businesses, and
visitors to the Olympic Peninsula. The peninsula's ecological diversity, from
shorelines to mountain tops, attracts people from around the world to live,
work and recreate in the region. These highways connect Olympic Peninsula
communities to each other and other areas of Puget Sound, making way for
the movement of goods and services across western Washington.
In spring 2023, we will begin needed projects across the north coast of the
Olympic peninsula. Construction projects will affect the flow of traffic on
sections of US 101 from Port Angeles and Sequim to Discovery Bay and
south of the SR 104 interchange. At the same time, more construction and
preservation projects will occur elsewhere on the peninsula, including on the
Hood Canal Bridge.
The work is needed to:
• Keep the transportation
system in a state of good
repair
• Improve the resiliency of our
highways
• Reduce the potential for
collisions
• Keep the Hood Canal Bridge
operational
A Connect habitat for fish and
wildlife across highways
This work is necessary to maintain the movement of people and goods across the peninsula and Hood Canal. The
work is also vital for a healthy environment for salmon and orcas.
Project Spotlight: SIR 104 Hood Canal
Bridge Centerlock Repair Coming in 2023
The State Route 104 Hood Canal Bridge is truly unique. There are
no others like it in the world. Built to withstand strong winds, big
waves, and powerful tides, this bridge serves 18,000 vehicles per
day in a salty, corrosive environment. Federal law requires that the
bridge must yield to mariners. That means it must be able to retract
its massive draw span at any time. Moving electrical and hydraulic
systems work together to make it all happen. Repairs on two key
elements of the bridge are scheduled in Summer 2023. The elements
needing repair help guide the draw spans together and keep the draw
spans closed.
To make the repairs, the

weekends. There are

Nearly a dozen projects of varying size will affect
travel. Our contractors and crews will close
shoulders, shift travel lanes, implement one-way
alternating traffic and possibly require detours. Heavy
construction is expected each construction season,
summer to fall, through 2025. Some projects will start and finish in 2023, while others will begin in 2024. Stay up
