MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF AUGUST 15, 2022
CALL TO ORDERIPLEDGE OF ALLEGIANCE
The Port Townsend City Council met on Monday, August 15, 2022 in the City Council
Chambers at 540 Water Street. The meeting was called to order at 6:30 by Mayor
David Faber.
ROLL CALL
Council members present at roll call were Aislinn Diamanti, David Faber, Amy Howard
(attending virtually), Monica MickHager, Libby Wennstrom, and Ben Thomas.
Staff members present were City Manager John Mauro, City Attorney Heidi Greenwood,
Finance and Technical Services Manager Connie Anderson, Public Works Director
Steve King, Civil Engineer Laura Parsons, and Acting City Clerk Haylie Clement.
CHANGES TO THE AGENDA
Mayor Faber noted that the Oath of Office and Executive session have been removed
from the agenda and will be rescheduled.
SPECIAL PRESENTATIONS:

Proclamation Affirming Port Townsend as a Welcoming City and Supporting Our
Transgender Community
Mayor Faber presented a proclamation affirming Port Townsend as a Welcoming City
and Supporting Our Transgender Community. Beau Olhgren accepted the
proclamation on behalf of the Port Townsend transgender community.
COMMENTS FROM THE PUBLIC
Public comment
Written comments regarding issues related to the Transgender Proclamation and the
YMCA /Julie Jaman incident have been added to the Council packet.
Mayor Faber noted that public comment will be limited to a total of 30 minutes.

CONSENT AGENDA
Approval of Bills, Claims and Warrants
Approval of Minutes: August 1, 2022
Authorize the City Manager to execute an agreement with Cabot Dow for salary survey
Motion: Owen Rowe moved to approve the consent agenda. Ben Thomas seconded.
Vote: Motion carried unanimously, 7-0.

NEW BUSINESS
Special Presentation: Discovery Road Project Status
Civil Engineer/Project Manager Laura Parsons presented the staff report and addressed
clarifying questions from Council members.
Public Comment
Stephen Schumacher commented on what he feels are design flaws in the Rainier
Street project and his opposition to making traffic slower on arterial streets.
Items addressed during Council discussion included:
The bidding climate may be better later this year with factors such as fuel prices
moderating; if bids are significantly higher, there may be some reduction in scope or
materials.
The project anticipates new growth planned for the future.
A large chunk of the project cost is rebuilding pavement and sidewalks so they'll last,
anticipating a significant uptick in the amount of vehicle, bicycle and pedestrian traffic.
Issues are being addressed with pre-emptive action before problems occur.
Mid -year Financial Update
Finance and Technology Services Director Connie Anderson reviewed the mid -year
financial update packet materials.
Public comment:
There was no public comment.
The presentation was for information only and no Council action was required.
Supplemental Budget Ordinance 3294 Fund Creation Ordinance 3295
Ms. Anderson reviewed the staff report explaining the items in the Supplemental
Budget. She also discussed the need for a separate fund for the $2,755,388.00 in
Federal funding in ARPA funding. This will help track those funds appropriately and a
companion ordinance is presented for Council's action on approving that action. The
ARPA funds would be pulled from the General Fund.

There was no public comment
Motion: Owen Rowe moved to approve first reading of Ordinance 3294 adopting 2022
supplemental #2 budget appropriations Monica MickHager seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
Motion: Aislinn Diamanti moved to approve reading of Ordinance 3295amending the
Port Townsend Municipal Code Chapter 3.04 to create a separate fund for American
Rescue Act Funds within the budget and adding a new section. Owen Rowe seconded.
Vote: the motion carried unanimously, 7-0.

Motion: Monica MickHager moved to waive Council rules and adopt Ordinance 3295
amending Port Townsend Municipal Code Chapter 10.28 Speed Limits Established and
adding two new sections.
(Ordinance number should state 3296 not 3295) Owen Rowe seconded.
Vote: motion carried unanimously, 6-0 by voice vote.

Mayor Faber said that Ms. MickHager's request to address a health insurance plan for
Council members will be discussed at a future meeting.
