HomeMy WebLinkAbout5092022CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MAY 9, 2022 CALL TO ORDER/ROLL CALL The Port Townsend City Council met in workshop session on the 9th day of May 2022 in Council Chambers at 540 Water Street. Mayor David Faber called the meeting to order at 6:30 p.m. Councilmembers present at roll call were Aislinn Diamanti, David Faber, Monica MickHager, Owen Rowe, Ben Thomas, and Libby Wennstrom with Amy Howard excused. Staff members present were City Manager John Mauro, City Attorney Heidi Greenwood, Public Works Director Steve King, Water Resources Operations Manager Ian Jablonski, Operations Manager, Wastewater Treatment Plan, and Composting Bliss Morris, and City Clerk Joanna Sanders. DISCUSSION ITEMS General Sewer Plan Public Works Director Steve King introduced Bliss Morris, Operations Manager, Wastewater Treatment Plan, and Composting. RH Engineering Staff Dan Mahlum, Tom Coleman, and Kenny Gomez gave a presentation covering planning at the wastewater treatment, biosolids facility, and reviewed collection systems, lift stations, and upsizing of the facilities for new developments as part of the project. Steve King further noted the plan would also address operational changes to increase effectiveness of nutrient removal. An interlocal agreement with Jefferson County is forthcoming related to plans for addressing Jefferson County septage. Also being explored is taking Boat Haven stormwater discharge for treatment. Staff responded to questions about the regulatory thresholds required by the Department of Ecology for planning and permitting regarding reaching capacity limits and planning for future expansion and upgrades. There was also discussion of dewatering options, separating stormwater for treatment, and a request for glossary of term. There was no public comment. Cross Connection Program Council Workshop Meeting May 9, 2022 Page 1 of 2 Water Resources - Operations Manager Ian Jablonski reviewed the presentation the purpose of which is to update the City regulations along with Jefferson County Health Department for objections of reducing risks to public health from water contamination. There was some discussion about the voluntary compliance and costs of installing backflow prevention device. There was also interest in including in the outreach local plumbers and those with irrigation system. There was no public comment. Draft Capital Project Priorities of Regional Significance City Manager John Mauro gave the presentation on the context for future funding needs and priorities in preparation for the Intergovernmental Collaborative Group (ICG). The list contained categories with a list of regional significance, community benefit, description, and timeframe. There was no public comment. Additional suggested additions were: Golf Course, street or grading equipment for improvements, and school district collaboration. There was interest in having more time for public comment before adopting the program next week. EXECUTIVE SESSION PURSUANT TO RCW 42.30.110(1)(G) TO EVALUATE THE PERFORMANCE OF A PUBLIC EMPLOYEE At 8:45 p.m., the Council recessed into Executive Session pursuant to RCW 42.30.110(1)(g) to evaluate the performance of a public employee for 30 minutes with no action to follow. At 9:45 p.m., Council came back into open session.
