MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF APRIL 11,
2022
CALL TO ORDER/ROLL CALL
The Port Townsend City Council met in workshop session on the 11th day of
April 2022 in Council Chambers at 540 Water Street. Mayor David Faber
called the meeting to order at 6:30 p.m.
Councilmembers present at roll call were Aislinn Diamanti, David Faber,
Monica MickHager, Owen Rowe, Ben Thomas, and Libby Wennstrom with
Amy Howard excused.
Staff members present were Parks Strategy Director Carrie Hite, Director of
Finance and Technology Services Connie Anderson, City Attorney Heidi
Greenwood, Library Director Melody Sky Weaver, Building Official David
Nakagawara, Police Chief Tom Olson, Director of People and Performance
Pamela Martinez, Public Works Director Steve King, and City Clerk Joanna
Sanders.
DISCUSSION ITEMS
2022 Workplan
Department Directors presented a collective review of the work plan
presentation (review of department purpose, main areas of work, and work
plan status). The presentation also included detailed descriptions of work
plan items for Public Works and HR/People and Performance.
Suggestion Board
City Attorney Heidi Greenwood reviewed the work plan presentation and
reported the suggestion board has been placed on the City website.
There was some discussion and questions of staff about the notice
requirement for rental increases, parking management, and off-street
parking.
General development impact fees was noted as an item mentioned
previously but which has not been added. It was also noted that a
suggestion for adding skateboard park lights has been mentioned and would
be added by Heidi Greenwood.
There was no public comment.

Council Committee Reports
Committee Chairs MickHager, Diamanti, and Rowe gave summaries of
Council Committee discussions and recommendations from the Finance and
Budget, Infrastructure and Development, and Culture and Society
Committees.
Council Committee Assignments
The following reports were also given for outside boards and commissions:
Mayor Faber reported on Lodging Tax, Jefferson Transit, and Jefferson
County and City LEOFF Board; Councilmember Thomas on the Peninsula
Regional Transportation Regional Emergency Planning Commission;
Councilmember MickHager reported on Clean Water District, Jefferson
County/PT Regional Emergency Planning Committee, and Team Jefferson
Economic Development Council; and Councilmember Diamanti reported on
the Behavioral Health Committee, North Olympic Peninsula Resource
Conservation and Development Council, and Housing Fund Board.
At 8:37 p.m., Councilmember Thomas asked to be excused from the rest of
the meeting.
Developmental Disabilities Advisory Board, Solid Waste Facilities Task
Force, Climate Action Committee, North Olympic Peninsula Resource
Conservation and Development Council, Creative District were reported by
Councilmember Rowe; Public Development Authority, Jefferson County
Board of Health, Jefferson Broadband Action Team by Councilmember
Wennstrom.
Intergovernmental Committees with Councilmember Representation
Councilmember Wennstrom noted that Jefferson County has adopted new
precinct maps.

There being no further business, the meeting adjourned at 8:48 p.m.
