MINUTES OF THE CITY COUNCIL WORKSHOP OF NOVEMBER 8, 2021
CALL TO ORDER/ROLL CALL
The Port Townsend City Council met in workshop session on the 8th day of
November 2021 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval
called the meeting to order at 6:30 p.m.
Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard,
Monica MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser.
Staff members present were City Manager John Mauro, City Attorney Heidi
Greenwood, Public Works Director Steve King, and City Clerk Joanna Sanders,
Added to the agenda was an Executive Session pursuant to RCW 42.30.110(i)(iii) to
discuss litigation or legal risks to a proposed action for 30 minutes with no action to
follow.
DISCUSSION ITEMS
Agreement with the Port Townsend Paper Company
Public Works Director Steve King reported that a draft agreement is underway and
expected to come forward at the November 15 Council meeting for discussion and
then December 6 for adoption, including a review of the water rates. A special
meeting would be held on December 13 to adopt the water rates and to authorize
the contract with Port Townsend Paper if not complete by December 6.
There was no public comment.
Review 2022 Water Rates
Mr. King gave a detailed briefing on needed water rate adjustment objectives,
including the Port Townsend Paper agreement. He responded to questions
regarding water rates in general and for the Mill agreement, system development
charge maximums, local facilities charges, fee deferral program and work force
housing project deferrals, and meter replacement project.
There was no public comment.
Mr. King facilitated a Council discussion of whether to initiate impact fees and a
review of system development charges now or wait for a more comprehensive
analysis related to street and other utilities. Council was supportive of moving
forward with considering system development charge increases now due to the
time likely needed to review the package of development charges, local facilities
fees, and impact fees. There were questions of who would pay under the new rate

model and whether low income and work force housing deferral subsidies remain in
place as long as a home remains in low income status.
Suggestion Board
City Attorney Heidi Greenwood and Mr. King reviewed the status of specific new
items on the Suggestion Board (formerly the InBox). Noting that the review process
had changed during the time period of Covid, Mr. Mauro said he supports an
ongoing regular review of the suggestion board and work plan. Ms. Greenwood
noted the City Manager is overseeing the items more directly.
There was no public comment.
COMMITTEE REPORTS
Council Committee Reports
Committee Chairs Howard, Rowe, Faber, and Speser gave summaries of Council
Committee discussions and recommendations from the Finance and Budget, Culture
and Society, Infrastructure and Development, and Rules Committees respectively.
Intergovernmental Committees with Councilmember Representation
The following reports were also given for outside boards and commissions: OlyCAP
Board of Directors by Councilmember Howard; Jefferson Transit by Councilmember
Faber; North Olympic Peninsula Resource Conservation and Development Council
and Jefferson County/PT Regional Emergency Planning Committee by
Councilmember MickHager; Lodging Tax, Jefferson County Board of Health, and
Climate Action Committee by Councilmember Adams; Economic Development
Council, Public Development Authority, Housing Task Force/Joint Oversight Board by
Mayor Sandoval; and Fort Worden Advisory Committee and Creative District by
Councilmember Rowe.
EXECUTIVE SESSION
At 7:56, Council recessed into Executive Session pursuant to RCW 42.30.110(i)(iii) to
discuss litigation or legal risks to a proposed action for 30 minutes with no action to
follow.
At 8:27 p.m., the Council came back into open session.
ADJOURN
There being no further business, the meeting adjourned at 8:27 p.m.
