MINUTES OF THE CITY COUNCIL WORKSHOP OF SEPTEMBER 13, 2021
CALL TO ORDER/ROLL CALL
The Port Townsend City Council met in workshop session on the 13th day of
September 2021 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval
called the meeting to order at 6:30 p.m.
Councilmembers present at roll call were Pamela Adams, David Faber, Monica
MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser with Amy Howard
excused.
Staff members present were City Manager John Mauro, Finance and Administrative
Services Director Nora Mitchell, City Attorney Heidi Greenwood, and Deputy City
Clerk Haylie Clement.
DISCUSSION ITEMS
Proposed 2022 Budget Staff Priorities
City Manager John Mauro gave a presentation on the 2022 proposed budget
explaining that this is the first year to have a workplan already in place before
beginning budget discussions. Items discussed were accuracy of revenue
projections, prioritization of staff in the budget, and completion of the Call to Budget.
Review American Rescue Plan Act
Finance and Administrative Services Director Nora Mitchell led the staff
presentation. An overview of the American Rescue Plan Act was provided. Staff
reviewed the City's three priority pillars, eligible expenditures, guiding principals and
next steps.
Debbie Jahnke provided written comment, requesting that the third Priority Pillar be
revised to include the word health.
Council responded to the comment showing support for the change.

There being no further business, the meeting was adjourned at 7:26 p.m.
