The Library Advisory Board voted to unanimously
approve the October 8, 2020 and November 19,
2020 meeting minutes.
VII New Business:
a. Recap of 2020 Library Services
Library Director Melody Eisler shared a list of the creative services the
library staff created to best serve the community during the pandemic in
2020. ALL LAB members expressed their gratitude for the work staff did to
be creative and serve the community.
b. Implementing the Library Strategic Plan and LAB’s work plan discussion for
2021
LAB discussed how the board can help support the implementation of the
plan. Members are going to help research annual customer satisfaction
survey templates, metric for tracking success with public services, all to help
the Library establish baselines and metrics to use for annual statistics and
for how to measure success.
c. Electing a new Chair
d. Meeting times and frequency for 2021
The board discussed meetings days and time and how often to meet.
c. Jacqueline Mention was unanimously voted to
be the new chair for the next year from April 2021-

Month in Review
An intergovernmental group hosted a Zoom presentation with Chuck Marohn, author and
founder of Strong Towns. Marohn provides new perspectives on building strong and resilient
communities. Melody joined City Manager John Mauro on his radio program Brewocracy to
discuss the book and promote the book club kits. Marohn’s book is now a book club kit. City
Council members are reading the book first and then it will be available for the community to
checkout. Many people were inspired by his presentation.
The Library held our 5th annual “Fall in Love with Your Library” event and in place of an
open house Take and Make kits with chocolates and valentine card making supplies were
provided. All 100 kits were gone in two days, which shows how popular these kits are with
our community.
The Library is preparing for a March 2nd limited in-person reopening with grab and go services
being offered in addition to curbside services.
The 16th annual Community Read House Lessons: Renovating a Life books were set out and
flew off the curbside table. So far, the book has received great press coverage and positive
feedback from the community.

History and Operation of the Port Townsend Olympic Gravity
Water System

Description: Port Townsend’s location in a rain shadow at the north end of the
Quimper Peninsula made it necessary for community leaders to
develop a reliable water source in the Olympic Mountains. In 1928,
a partnership with Crown Zellerbach paper mill was formed to
construct a 28-mile long replacement water system. Under an
agreement with the city, Port Townsend Paper Company continues
to operate and maintain the transmission system while city staff
provide treatment and delivery of the water to the community.
Comments: The speakers’ series has been incredibly well received.

Month in Review: Reopening and the Community Read
March was an incredible month at the Library. We reopened our doors to limited in-person
“Grab and Go” services after nearly a year of being closed. The community’s response was
joy and gratitude filled as patrons were so happy to come back in and browse. Services will
gradually be expanded in the next couple of months.
The mostly virtual 16th annual Community Read has been a wonderful success. Erica
Bauermeister’s incredible memoir House Lessons: Renovating a Life helped bring comfort,
joy, connections, and new perspectives for our community when it was needed after a year
of being in a pandemic. The Library received excellent press coverage and plentiful comments
of deep appreciation from the community. With nearly 900 attendees the program had more
attendance than some past in person Community Reads, which is incredibly gratifying.

About the Book
In this mesmerizing memoir-in-essays, Erica Bauermeister renovates a trash-filled house in
eccentric Port Townsend, Washington, and in the process takes readers on a journey to discover
the ways our spaces subliminally affect us. A personal, accessible, and literary exploration of the

About the Author
ERICA BAUERMEISTER is the bestselling author of four novels: The School of Essential
Ingredients, Joy for Beginners, The Lost Art of Mixing, and The Scent Keeper. She is also the
coauthor of 500 Great Books by Women: A Reader's Guide and Let's Hear It For the Girls: 375 Great
Books for Readers 2-14. She has a PhD in literature from the University of Washington, and has
taught there and at Antioch University. With the exception of two years in Italy, Bauermeister has
lived in the Pacific Northwest for nearly four decades, and her children proudly say rainwater runs
in their veins. She is a founding member of the Seattle7Writers and currently lives in Port

I'm impressed with the quality of the program with Erica Bauermeister. Not only was her book a very well-
written piece, but she brought others into her experience -- her journey, but also their own. It was an

interactive experience into their own stories with their homes and histories. It was a rich program -- a heartfelt
expression. You did an excellent job introducing the read and the community activities leading into Mayor
Sandoval's review of the book (also concise) and then of Erica's bio. Erica's presentation was engaging and
interactive and then your facilitation of the questions and ending was well done. Best ever community read
experience. Grateful.
Erica’s talk last night was wonderful. She is an excellent presenter and writer. I’m reading the last few chapters
now. I had met her at the library over the years and especially enjoyed her three books about the cooking
school. The library has really held us all together this past year. You’ve done an excellent job.

Policy of Confidentiality of Library Transactions and Patron Files
It is library policy that what individuals read, view, or listen to is a matter of personal
privacy protected by Washington State Law Regarding Public Records and the Public Library
Exemption (RCW 42.56.310) which establishes the confidentiality of library records. Under this
policy, library staff members and volunteers may not tell employers, government agencies, school
personnel, relatives, or others what materials are checked out to a card holder without a court
order requiring that the records be provided and a public hearing of which the patron is notified.
All library transactions are confidential in nature. The library upholds the right of a card holder to
be given full, confidential access to available library resources no matter what political or
intellectual atmosphere prevails. Every person of any age who has a Port Townsend Public Library
card has the right to borrow any item in the library's collection and is eligible for all services
offered.
Although the Port Townsend Public Library makes every effort to protect patron privacy, under
the federal USA PATRIOT ACT (Public Law 107-56), records of the books and other materials
borrowed from this library may be obtained by federal agents with a court order. Unlike the
Washington State law this federal law prohibits library workers from informing patrons if federal
agents have obtained their library records.
Names and addresses from the patron files may be released under the following circumstances:
1. The titles of overdue items checked out by a patron under the age of eighteen (18) will be
released to the patron’s custodial parents or legal guardians upon request.
2. The Library Director may approve the use of patron files names, addresses, or email addresses
in order to conduct user surveys or to notify library users of programs, services, or library policy
changes.
3. The Library Director may approve the use of names and addresses of adult library users ages
eighteen (18) and older to be used from time to time by the library for the sole purpose of
notifying users of upcoming events or to invite users to participate in or to monetarily support
library activities.
Provided that, in the case of items 2 and 3, care is used to a) prevent such information from being
misused or misappropriated, and b) to enable patrons to inform the library of their desire not to
receive such notifications and for the library to honor those wishes.
Ways the Library Protects Patron Privacy
• Library computers erase browsing history, passwords and personal data between sessions.
• If materials are returned on time, they are removed from the patron's record at the time of
check in. "Last patron" information is attached to each library item
after checking in, to help the library determine responsibility for damages and missing parts.
• Interlibrary Loan records are shredded one month after the items are returned.
• We retain no long-term records of the materials and equipment patrons have used
and returned.
•Patrons may opt in to saving their reading history for their convenience.
