MINUTES OF THE CITY COUNCIL WORKSHOP OF DECEMBER 14, 2020
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 14th day of
December 2020 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval
called the meeting to order at 6:32 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, Amy Howard, Monica
MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser with David Faber
absent.
Staff members present were City Manager John Mauro, Public Works Director Steve
King, Finance and Administrative Services Director Nora Mitchell, City Engineer David
Peterson, Water Resources Operations Manager Ian Jablonski, Wastewater
Treatment Plant Operations Manager Bliss Morris, GIS Coordnator Tyler Johnson,
and City Clerk Joanna Sanders.
DISCUSSION ITEMS
Wastewater Plan
Public Works Director Steve King and City Engineer David Peterson gave a
presentation on the General Sewer Plan Update 2021. They presented background,
history, base data, past reports, studies, and accomplishments. Operations
Manager of the Waste Water Treatment Bliss Morris also provided an overview of
the wastewater and compost facility and spoke about the needed repairs to the
fiberglass tank. The presentation concluded with a list of next steps.
David Faber joined the meeting at 7:14 p.m.
Mr. King and Mr. Peterson addressed questions about costs for equipment failures
in the wastewater treatment facility equipment and the scope of needed repairs to
the Gaines Street pump station. Staff also explained infiltration, inflow, biosolids,
and septage terminology. When asked about the area near Glen Cove for locating a
future pump station, Mr. Peterson noted that a pump station nearer to the mill could
serve more customers, including industrial uses. Mr. King spoke about
future planning for population growth.

Mr. King provided an overview of the history of the water system. GIS Coordinator
Tyler Johnson gave a demonstration of a new interactive map of the watershed
after an extensive GPS data collection project. Water Resource Operations
Manager Ian Jablonski gave a detailed briefing of the historical ownership and
operations of the water system.
Mr. King then outlined the next steps to assemble technical reports to assist in
ongoing negotiations with Port Townsend Paper Corporation and public outreach
efforts as part of the documented timeline. The approval of an updated
lease agreement is expected to come to Council in the fall 2021. He fielded Council
questions about the investment in value engineering, system capacity, and
estimated future operational and maintenance costs.
There was no public comment.
ADJOURN
Council's next meeting would be January 4, 2021 following the December 16
Intergovernmental Collaborative Group meeting.
There being no further business, the meeting adjourned at 8:30 p.m.
