Special Meeting of the Intergovernmental Collaborative Group (ICG)
Wednesday, November 18,2020 at 5:00 p.m.
Commissioners' Chambers - 1820 Jefferson Street, Port Townsend
CALL TO ORDER: City of Port Townsend Councilmember Amy Howard called the
meeting to order at the appointed time. The following members and staff participated remotely and
introduced themselves:
Jefferson County Board of Commissioners and staff- Chair Greg Brotherton, Commissioner Kate
Dean and Commissioner David Sullivan (joined the meeting shortly after it began)
Port Townsend City Council and staff: Councilmember Amy Howard, Councilmember Ariel Speser,
Councilmember Monica Mick -Hager, Councilmember Owen Rowe, Councilmember Pam Adams and
Councilmember David Faber (joined the meeting shortly after it began). Staff present: City Manager
John Mauro
Jefferson County Public Utility District (PUD) No. 1 Board of Commissioners and staff:
Commissioner/President Dan Toepper, Commissioner Jeff Randall and Commissioner Kenneth Collins.
Staff present: PUD General Manager Kevin Streett
Port of Port Townsend Commission and staff. Commissioner/President Pete Hanke, Commissioner
Pam Petranek and Commissioner Bill Putney. Staff present: Executive Director Eron Berg
PURPOSE OF MEETING: Councilmember Howard reviewed the purpose of the
Intergovernmental Collaborative Group (ICG) Special Meeting.
ACKNOWLEDGMENT OF PUBLIC COMMENTS: Councilmember Howard stated
that one comment was received.
APPROVAL OF MINUTES: Commissioner Putney moved to approve the Special
Meeting Minutes of October 27, 2020 as presented. Councilmember Rowe seconded the motion. The
motion carried.
REVIEW OF THE DRAFT COVID RECOVERY AND RESILIENCY PLAN:
Commissioner Dean and City of Port Townsend Manager Mauro created the draft Action Plan from a
long list of recommendations. They both reviewed the draft plan in its entirety with the
Intergovernmental Collaborative Group (ICG) members.
RECAP AND NEXT STEPS: Port of Port Townsend Executive Director Berg provided
a recap of the meeting and next steps. The group expressed desire to re -charter the Intergovernmental
Collaborative Group (ICG) with quarterly meetings and a new focus. Topics would include the needs
addressed in community group reports, as well as COVID- 19 issues. The Intergovernmental
Coordinating Committee (ICC) would dissolve at the end of 2020, but the ICG could create working
groups. He recommended a Bi-monthly speaker series.
NOTICE OF ADJOURNMENT: Councilmember Howard adjourned the meeting at
6:39 p.m. until the next regular meeting or special meeting as properly noticed.
