HomeMy WebLinkAbout101220 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL WORKSHOP OF OCTOBER 12, 2020 CALL TO ORDER The Port Townsend City Council met in workshop session on the 12th day of October 2020 in the Council Chambers at 540 Water Street. Mayor Michelle Sandoval called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard, Owen Rowe, Monica MickHager, Michelle Sandoval, and Ariel Speser. Staff members present were City Manager John Mauro, City Attorney Heidi Greenwood, Finance and Administrative Services Director Nora Mitchell, Finance Manager Tony Hillman, Public Works Director Steve King, City Engineer David Peterson, Development Services Director Lance Bailey, City Clerk Joanna Sanders, and Parks and Community Services Director Alex Wisniewski. SPECIAL PRESENTATION Proclamation - Indigenous Peoples Day Accepting the proclamation was Loni Greninger of the Jamestown S'Klallam Tribe. DISCUSSION ITEMS Golf Course Request for Proposal and Public Process Results Parks and Community Services Director Alex Wisniewski gave a presentation on the requests for proposal (RFP) for continued golf services and alternative uses for the golf course. He reviewed the timeline and what was learned from outreach efforts. Next steps include vendor interviews and a report back to Council on November 2 in order to receive formal direction. The following individuals provided written comment (the clerk read written comment into the record). Hans Barr provided ideas for redevelopment. Aleta Greenwood asked questions about both the golf course RFPs as well as a survey on the golf course. Cameron Jones commented on indigenous peoples day and requested an extension for submitting proposals to City Council for the golf course. City Council Workshop Meeting October 12, 2020 Page 1 of 3 Tyler Hines urged an alternative approach to manage the land including an alternative investment strategy and complimentary currency. Mr. Wisniewski responded to Council questions noting there are no deed restrictions but a previous lease reference stating far municipal purposes only." There was Council interest in the demographics of survey participant and details of the uncategorized responses. In addition, questions included what information from the three golf course proposals would be brought forward to Council and whether the National Golf Foundation would be involved in the RFP evaluation. Regional Stormwater Agreements Update Public Works Director Steve King explained a developer proposal to add housing units and mixed use development in the area just north of the roundabout at Rainier and Discovery. Their plan is to build into the stormwater system as a benefitting property. City Engineer David Peterson briefed Council on the Rainier Corridor Regional Stormwater System. Funding needed for the pond expansion of$480,000 would be born by the developer. Another $730,000 would come from future benefitting properties who would payback roughly $1.20 per square foot of interim funding from the CERB Loan, Stormwater funds, and Public Infrastructure Fund (PIF) Grant. Staff would return next week with a resolution authorizing the Regional Stormwater agreements. There was no public comment. Council comments were supportive of the housing project. 2020 Supplemental Budget and 2021 Preliminary Budget City Manager John Mauro reported that staff would not be seeking a supplemental budget due to the earlier cuts in expenses, including the furloughing of staff during Covid. Coming forward would be another package of budget cuts and layoffs for near-term and long-term budget sustenance to address the one million dollar funding gap impacting General, Community Services, and Street Funds in 2021. Finance and Administrative Services Director Nora Mitchell noted that the 2020 supplemental budget appropriations relate mostly to the bond refinancing. She reviewed level of service cuts that would impact the pool and streets, noting that the reduction of positions is still being discussed. Plans are being developed to engage with the community in the early part of 2021 on a sustainability plan and options for the next ten years to address the fiscal realities including use of fire annexation funding. There was Council support for using all of the Council reserves to address the budget deficit. City Council Workshop Meeting October 12, 2020 Page 2 of 3 2021-2026 (6yr CIP) Capital Plan Finance Manager Tony Hillman reviewed the capital project budget worksheets for Discovery Road Pedestrian and Bicycle Facilities, Water General Waterline Projects, Collection System Improvements, Sewer Outfall, Gaines Street Pump Station Corrosion Control, Storm System Improvements, and CERB Regional Stormwater. He then reviewed the Capital Improvement Plan project summary. There was support for the format of the budget materials, Council questions were addressed by staff. Regarding the Discovery Road bike lane project, Staff noted that if the second grant were received the project would likely be addressed in 2022 versus 2023.
