MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF SEPTEMBER 8, 2020
CALL TO ORDER/PLEDGE OF ALLEGIANCE
The Port Townsend City Council met in regular session on the 8th day of September
2020 in the Council Chambers at 540 Water Street. Mayor Michelle Sandoval called
the meeting to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pam Adams, David Faber, Amy Howard,
Monica MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser.
Staff members present were City Manager John Mauro, City Attorney Heidi
Greenwood, Development Services Director Lance Bailey, Finance and
Administrative Services Director Nora Mitchell, and City Clerk Joanna Sanders.
CHANGES TO THE AGENDA
Mayor Sandoval noted that the scheduled second reading of Ordinance 3251 related
to the Public Arts Program would be postponed to allow the Arts Commission more
time to discuss the matter, She acknowledged receipt of roughly 100 public comments
on a proposal for a downtown mural that Council has read. The reading of general
public cornment would therefore be limitedto 30 minutes to give adequate time on
other matters on the agenda.
COMMENTS FROM THE PUBLIC
Public comment
David Thielk spoke about complete streets. He noted Local 2020 submitted a letter
on their suggestions.

Resolution 20-047 Authorizing the City Manager to Sign Agreements with
Canon Financial Services for the Rental of Copier/Printer/Scanner Devices
Motion: David Faber moved to approve the consent agenda as written. Ariel Speser
seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
PUBLIC HEARING
Ordinance 3252 Amending Table 17.31.030 of the Port Townsend Municipal
Code Amending Regulations Related to Day Care Centers and Preschools
City Council Business Meeting September 8, 2020 Page 3 of 5
Mayor Sandoval read the rules for the public hearing. There were no Council
financial or property issues to disclose in connection with this matter.
Development Services Director Lance Bailey gave the staff report referring to an
added zoning map in the packet. He stated the intent during the subarea planning
process to allow for an expansion of uses and recommended the text revisions be
approved.
There was no public comment.
The public testimony was closed and the hearing was closed.
Motion: David Faber movedto approve waiving Council rules and approving
Ordinance 3252 Amending Table 17.31.030 of the Port Townsend Municipal Code
Amending Regulations Related to Day Care Centers and Preschools. Ariel Speser
seconded.
Vote. motion carried unanimously, 7-0 by voice vote.
NEW BUSINESS
Resolution 20-048 Suspending Utility Shut-Offs, Late Fees, and Penalties until
December 31, 2020
Finance and Administrative Services Director Nora Mitchell gave the staff
presentation and recommended extending the suspension of shut-offs, late fees,
and penalties for utility accounts through December 31, 2020.
There was a question about payment arrangements with Ms. Mitchell responding
that the City would reach out to individuals with past due permits about what
arrangements could be made.
Public Comment:
Robert Gray spoke about resolution text and urged not shutting off
water supply (written comment was read into the record by the clerk)
Motion: David Faber moved to approve Resolution 20-048 Suspending Utility Shut-
Offs, Late Fees, and Penalties until December 31, 2020. Ariel Speser seconded.
Vote: motion carried unanimously, 7-0 by voice vote.
PRESIDING OFFICER'S REPORT
Mayor Sandoval reported on the following: - Attendance at Housing Task Force
meeting - Attendance this week at the PDA collaborative meeting
CITY MANAGER'S REPORT
City Manager John Mauro reported on the following: Covid-19 case update, Engage
PT initiatives, CARES Act funding review, and department updates. He talked about a
desire to schedule an Intergovernmental Collaborative Group meeting next week. He

responded to a questions about allocations of CRF funding and when City Hall might
open which he indicated would be sometime after Jefferson County opens to Phase
III.
SUGGESTIONS FOR NEXT OR FUTURE AGENDA, REGULAR MEETING AND/OR
STUDY SESSION
Ms. MickHager asked in lieu of an InBox discussion, that there be Council discussion
of other ways to handle nonpayment of utilities.
Mr. Rowe suggested adding a Proclamation in recognition of Indigenous Peoples Day
on October 12.
Ms. Speser suggested input from community groups on proposals for the
Intergovernmental Collaborative Group. Two tentative dates being considered for the
joint meeting are September 15 and 16.

Ms. MickHager spoke about her Police ride along.
EXECUTIVE SESSION PURSUANT TO RCW 42.30.11 0(l)(1) CURRENT OR
POTENTIAL LITIGATION
At 8:02 p.m., the Council went into executive session for 30-40 minutes with no
decision.
At 8:56 p.m., the Council came back into open session,
ADJOURN
There being no further business, the meeting adjourned at 8:56 p.m,
