MINUTES OF THE CITY COUNCIL WORKSHOP OF JUNE 8, 2020
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 8th day of June
2020 in Council Chambers at 540 Water Street. Mayor Michelle Sandoval called the
meeting to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pam Adams, David Faber, Amy Howard,
Monica MickHager, Owen Rowe, Michelle Sandoval, and Ariel Speser.
Staff members present were City Manager John Mauro, City Attorney Heidi
Greenwood, Finance & Administrative Services Director Nora Mitchell, and City Clerk
Joanna Sanders.
COMMENTS FROM THE PUBLIC
Bob Gray urged Council to consider what the City could do to recognize Black Lives
Matter (Clerk read the written comment).
DISCUSSION ITEMS
Coronavirus Aid, Relief, and Economic Security (CARES) Act Funding for
Local Municipalities
City Manager John Mauro announced that this discussion is primarily intended to
consider how the City might use the funding.
Finance and Administrative Services Director Nora Mitchell led a presentation of the
Coronavirus Aid, Relief, and Economic Security (CARES) Act Funding for Local
Municipalities. She reviewed the lists of eligible expenses, expenses already
incurred, and potential eligible expenses and projects as listed in the presentation.
During discussion, Staff responded to questions about supplying community PPE
face masks, sanitizer outside of businesses, and/or whether there would be
assistance from the City in determining occupancy capacity. There were also
comments that the County funding of $1.7 million might be used toward mutual
benefit. In addition, questions included whether any particular staff have
been identified for COVID recovery and/or would participate as part of economic
recovery planning and joint meeting efforts. There were questions and
suggestions about enforcement of the rules in the community, including providing
printed posters for businesses and the broader community such as a simple
directive on Board of Health letterhead and support for siting additional trash

cans. There was general Council support for the comprehensive list. Ms. Mitchell
noted that the referred PPE and posters were intended for City staff and there could
be consideration of that addition for the community.
There was no public comment.
Mayor Sandoval announced she would be absent from the June 15 meeting,
ADJOURN
There being no further business, the meeting adjourned at 7:24 p.m.
