MINUTES OF THE PLANNING COMMISSION SPECIAL SESSION OF NOVEMBER
15, 2018
CALL TO ORDER
The Port Townsend Planning Commission met in special session on November 15,
2018 in the City Council Chambers at 540 Water Street. Chair Paul Rice called the
meeting to order at 6:30 p.m.
ROLL CALL
Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren,
Monica MickHager, Aislinn Palmer, Paul Rice, and Lois Stanford.
Staff members present were Planning Director Lance Bailey, Planning Manager Judy
Surber, and Deputy City Clerk Haylie Clement.
ACCEPTANCE OF AGENDA
There were no changes proposed to the agenda.
GENERAL PUBLIC COMMENT
There was no general public comment.
OLD BUSINESS
Critical Areas Ordinance Update
Planning Manager Judy Surber presented a status update on the Critical Areas
Ordinance and corollary amendments to the Shorelines Master Program. In order
for the updates to become effective within shorelines jurisdiction, the Department of
Ecology has to approve the changes. The Department of Ecology did not comment
until the Ordinance had already been adopted by the City, therefore their
comments are only relative to the regulations within shorelines jurisdiction. The
City now has to come up with a solution to avoid having two different sets of Critical
Area regulations.
Rainier Street and Upper Sims Way SubArea Plan Draft
Planning Director Lance Bailey presented the Draft Rainier Street and Upper Sims
Way Subarea Plan. The draft presented, reflects changes made after a preliminary
review by staff and after being reviewed by other Advisory Boards. The group
discussed the intent of the plan, what kind of audience the plan is written for and
how it will be implemented.

The Commission was given an opportunity to express comments and concerns.
Comments were generally focused on inconsistencies throughout the plan. There
were concerns related to the lack of public restrooms and parks not being well
defined. The Commission made the recommendation to include a goal for
incorporating more public restrooms.
Lance Bailey began the review of the development regulations, explaining the
overall review process. Mr. Bailey identified noteworthy changes. The Commission
reviewed changes to the definitions and use tables related to specific types of
commercial operations.
Commissioner Palmer leaves 7:58 p.m.
The Committee discussed adjusting the zoning boundary to accommodate a
potential multi-family residential building.
OTHER BUSINESS
City Manager Recruitment Survey
The Commission discussed and provided answers to the Community Task Force,
City Manager Recruitment survey.
UPCOMING MEETINGS
Review of the Draft Rainier Street and Upper Sims Way Subarea Plan will continue on
December 13th. The December 27th meeting will be canceled.
COMMUNICATIONS
There were no communications.
ADJOURNMENT
There being no further business, the meeting was adjourned at 9:15 p.m.
