MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF MARCH 11, 2019
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 11th day of March 2019
in the City Council Chambers at 540 Water Street. Deputy Mayor David Faber called the
meeting to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Amy
Howard, Michelle Sandoval, and Ariel Speser with Deborah Stinson excused.
Staff members present were City Manager David Timmons, Finance and Administrative
Services Director Nora Mitchell, City Attorney Heidi Greenwood, Library Director Melody
Eisler, Public Works Director Greg Lanning, City Accountant Tony Hillman, and Deputy
City Clerk Haylie Clement.
DISCUSSION ITEMS
Library Level of Service and Sustainability Plan Briefing
Library Director Melody Eisler introduced representatives from BERK Consulting, Emily
Percival and Natasha Dunlap who presented on the Port Townsend Library Level of
Service Analysis. The presentation provided an explanation of the project purpose and
an overview of the analysis. Several financial modeling options were presented
displaying projected expenditures. Findings were discussed including the need for a
community supported long range plan.
Solid Waste Contract Report on Request for Proposals
Public Works Director Greg Lanning and City Accountant Tony Hillman present on the
solid waste collection service contract beginning with an overview of the current service
and expiration of the contract. Greg Lanning explained the requirements for the City to
provide these services as a City utility. Councilmembers and staff discussed the
changes in the level of services and customer cost in the proposed contract. Next steps
include review by the Council Finance and Budget Committee.
Fire District Annexation Discussion
City Manager David Timmons presented on next steps for the Fire District annexation
including details for establishing a five commission district. Due to the process not
requiring much involvement by the City, the Mayor will be coming forward with a
recommendation to establish a Council liaison to the Board for the purpose of reporting
back to Council. Commission expansion and establishment of district boundaries it to
begin in August 2019.

EXECUTIVE SESSION - PURSUANT TO RCW 42.30.110 (1) (1) TO DISCUSS WITH
LEGAL COUNSEL REPRESENTING THE AGENCY CURRENT OR POTENTIAL
LITIGATION.
At 8:05 p.m., the meeting adjourned into Executive Session for 30 minutes with no action
to be taken following.
At 8:37 p.m., the meeting resumed.
ADJOURN
There being no further business, the meeting was adjourned at 8:37 p.m.
