Ordinance 3221
AN INTERIM ORDINANCE OF THE CITY OF PORT TOWNSEND AMENDING
PORT TOWNSEND MUNICIPAL CODE CHAPTER 17.16 AND 17.18 RELATING
TO INTERIM LAND USE REGULATIONS AND PROVIDING THAT THE INTERIM
REGULATIONS, UNLESS EXTENDED, WILL SUNSET ON THE EARLIER OF SIX
(6) MONTHS FROM THE DATE OF ADOPTION OF THIS ORDINANCE OR THE
ADOPTION OF REGULATIONS THAT SUPERSEDE THIS ORDINANCE AND
AUTHORIZING SETTING A DATE FOR A PUBLIC HEARING
RECITALS:
A. Section 36.70A.390 of the Revised Code of Washington authorizes the City Council
to adopt an interim regulation for a period of up to six months provided that a public
hearing is held within at least sixty days of its adoption.
B. The City Council deems it to be in the public interest to establish interim regulations
on the acceptance development permit applications for any development that conflict
with the terms of this Ordinance.
C. On September 4, 2018, the City Council approved Ordinance 3205, which adopted
interim regulations amending Port Townsend Municipal Code Chapter 17.16 and
17.18 and which this Ordinance extends.
NOW, THEREFORE, the City Council of the City of Port Townsend ordains as
follows:

shortage of housing options. The City Council seeks to minimize the barriers to develop
additional housing allow development of work-force housing. The four unit per building
multi-family limitation in the R-II zone is a barrier to constructing multi-family units.
Additionally, the ground floor minimum twelve-foot ceiling height in the mixed-use zones is
also a barrier to constructing housing units in mixed use zone.
Section 2. Port Townsend Municipal Code Section 17.16.010(13)(2) is amended to
read:
2. R-11—Medium Density Single-Family. This district accommodates single-family
dwellings (including duplexes, triplexes, and fourplexes) at a density of up to eight units per
40,000-square-foot area (i.e., 5,000-square-foot minimum lot size, or approximately eight
dwelling units within one block of platted land). It allows eight or fewer single-family
dwelling units to be contained within one structure upon condition of sufficient tract size:

areas of town that are currently platted to eight lots per block, include few development
limitations, and which are in proximity to existing public facilities and services.
Section 3. The table at Port Townsend Municipal Code section 17.16.020 is amended
to read as in Exhibit A.
Section 4. The table at Port Townsend Municipal Code section 17.16.030 is amended
to read as in Exhibit B.
Section m5. The table at Port Townsend Municipal Code section 17.18.030 is amended
to read as in Exhibit C.
Section 6. Public Hearing. As provided for in RCW 35A.63.220, a public hearing
will be held to review the findings and conclusions adopted in this Ordinance. The City
Manager is authorized and directed to schedule a public hearing to be held no later than April
1, 2019.
See tion„7, Severability. If any provision of this ordinance or its application to any
person or circumstance is held invalid, the remainder of the ordinance, or the application of
the provision to other persons or circumstances, is not affected.
Section 8. Publication. This Ordinance shall be published by an approved summary
consisting of the title.
Section 9. EffectiveDateand Duration. This Ordinance shall take effect and be in full
force and effect immediately five days after publication. The duration of this Ordinance is
180 days, unless extended, and shall terminate earlier on adoption of an ordinance by the City
Council that replaces this Ordinance.
