MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF JANUARY 14, 2019
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 14th day of January
2019 in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the
meeting to order at 7:52 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray,
Amy Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson.
Staff members present were City Manager David Timmons, Finance and Administrative
Services Director Nora Mitchell, City Attorney Heidi Greenwood, Library Director Melody
Eisler, Executive Assistant Kelly Graves, and City Clerk Joanna Sanders.
DISCUSSION ITEMS
Website Soft Rollout
City Manager David Timmons gave a briefing on the website redesign. Executive
Assistant Kelly Graves led Council through a tour of the website main features. She
noted that recommendations by Pyramid Communications have also been
incorporated. She solicited input or suggestions.
Share the Space Policy
Library Director Melody Eisler briefed Council on the proposed policy for patrons
understanding what to expect for all City facilities.
Staff responded to questions and it was noted the policy would next come forward
for Council adoption.
COMMITTEE REPORTS
Council Committees
Finance and Budget Committee Chair Amy Howard reported on 2018 unaudited
financials, low income fee deferrals, facility rentals and other work plan items.
Ad Hoc Committee on Housing Chair Michelle Sandoval reviewed upcoming
City Council Workshop Meeting January 14, 2019 Page 1 of 2
agenda items: Interim Shelter Agreement, Surplus Land Status, appointing a Joint
Oversight Board representative related to the 178 and 179 funds, and Cherry Street
project update.
Ad Hoc Committee on Committee Chair Ariel Speser reviewed liaison roles,
standing committees being reduced to just Finance and Budget with the remainder
being ad hoc committees. Recommendations would be coming forward to Council
related to establishing resolutions for advisory boards.
Intergovernmental Committees with Councilmember Representation
Committee Reports were given as follows:
Jefferson County Mental Health and Substance Abuse Advisory Committee and
Board of Health by Ariel Speser.
Developmental Disabilities Advisory Board and Fort Worden Advisory Committee by
Pam Adams.
PEG Access Coordinating Committee and OlyCap reports by Robert Gray.
LEOFF Board and Jefferson Transit by David Faber.
Lodging Tax Advisory Committee by Michelle Sandoval.
East Jefferson Fire Rescue, North Olympic Development Council, and JeffCom by
Deborah Stinson.
Mayor Stinson announced that a proclamation has been requested for this year's
local Women's March.

There being no further business, the meeting adjourned at 9:00 p.m.
