MINUTES OF THE CITY COUNCIL SPECIAL BUSINESS MEETING OF APRIL 30,
2018
CALL TO ORDER
The Port Townsend City Council met in special session on the 30th day of April 2018
in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting
to order at 8:00 p.m.
ROLL CALL
Councilmembers present at roll call were David Faber, Robert Gray, Amy Howard,
Michelle Sandoval, Ariel Speser, and Deborah Stinson with Pamela Adams excused.
Staff members present were City Manager David Timmons, City Attorney Steve
Gross, and City Clerk Joanna Sanders.
UNFINISHED BUSINESS
Potential Personnel Action
City Attorney Steve Gross reviewed the issue for Council discussion, specifically
whether Scott Walker would be allowed to hold over in his position as a member of
the Non -motorized Transportation Advisory Board (NMTAB) until a successor is
appointed. The term expires May 1. Mr. Timmons reviewed matters of legal
compliance and personnel concerns outlined in his memorandum.
Mayor Stinson reviewed communications she and Deputy Mayor Faber had with Mr.
Walker. She then reviewed Council's focused efforts on reviewing Council Rules
and the relationship between the Council and the City's boards and commissions.
Staff and the Mayor responded to questions.
Public Comment;
Joe Finn spoke about his concerns regarding the relationship between Council and
the NMTAB.
Hendrik Taatgen read from written remarks and asked when the NMTAB could
provide input on transportation issues.
David Thielk spoke about changes to the functions of the NMTAB over time.
Lys Burden commented on the frustrations of the current chair in promoting
bicycling and transportation and the process.
Barney Burke commented on the need to follow OPMA and believes there is room
for improvements in the advisory board process.

Council comments and discussion ensued related to the City's responsibility for
their volunteers as public officials since they are created by legislative action.
Council Rules specifically state advisory bodies are subject to the rules. There was
a call for volunteer recognition, civility, good meeting process, and clearer language
in Council Rules that the Open Public Meetings Act applies to all boards and
commissions.
Motion: David Faber moved to approve removing Scott Walker from the Non -
Motorized Transportation Advisory Board. Michelle Sandoval seconded.
Vote: motion carried, 5-1 by voice vote, Robert Gray opposed.
ADJOURN
There being no further business, the meeting adjourned at 9:11 p.m.
