HomeMy WebLinkAbout030818CITY OF PORT TOWNSEND MINUTES OF THE PLANNING COMMISSION REGULAR SESSION OF MARCH 8, 2018 CALL TO ORDER The Port Townsend Planning Commission met in regular session on March 8, 2018, in the City Council Chambers at 540 Water Street. Chair Paul Rice called the meeting to order at 6:30 p.m. ROLL CALL Commissioners present at roll call were Bob Doyle, Rick Jahnke, James Lagergren, Paul Rice, and Lois Stanford, with Monica MickHager and Aislinn Palmer excused. Staff members present were Senior Planner/Planning Manager Judy Surber and Legal Assistant/Deputy Clerk Amber Long. ACCEPTANCE OF AGENDA Motion: James Lagergren moved to accept the agenda. Rick Jahnke seconded. Vote: motion carried unanimously, 5-0 by voice vote. APPROVAL OF MINUTES —FEBRUARY 22, 2018 Motion: Lois Stanford moved to approve the minutes of February 22, 2018. Bob Doyle seconded. Vote: motion carried unanimously, 5-0 by voice vote. GENERAL PUBLIC COMMENT - NONE OLD BUSINESS PTMC Chapter 19.05 Critical Areas Ordinance Senior Planner/Planning Manager Judy Surber reviewed proposed changes to the sections on critical areas permitting and frequently flooded areas. She used flow charts to illustrate the process that the Development Services Department follows when considering a development application that might fall within a critical areas buffer. Based on this process, staff proposes addressing several activities that are now listed as "exemptions" in a new section of allowable activities. Commissioners discussed the proposed changes, asked questions of Ms. Surber, and provided suggested edits. There was general interest in receiving more information on frequently flooded areas and how the grayed -out areas in the draft will be addressed in the final version. NEW BUSINESS - NONE Planning Commission Meeting March 8, 2018 Page 1 of 2 OTHER BUSINESS - NONE UPCOMING MEETINGS The meeting on March 22nd will be focused on the stormwater management plan. For the April 12th public hearing on the Critical Areas Ordinance, the Commission requested a clean version of the draft in addition to the strike -out -and -underline version.
