MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF JANUARY 8,
2018
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 8th day of
January 2018 in Council Chambers at 540 Water Street. Mayor Deborah
Stinson called the meeting to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were David Faber, Robert Gray, Amy
Howard, Michelle Sandoval, Ariel Speser, and Deborah Stinson with Pamela
Adams excused.
Staff members present were City Manager David Timmons, City Attorney
Steve Gross, Finance & Administrative Services Director Nora Mitchell, Chief
of Police Michael Evans, Public Works Director Greg Lanning, and Deputy City
Clerk Joshua Stecker.
2018 COUNCIL OBJECTIVES AND WORK PLAN
2018 Capital Improvements
David Timmons reviewed the upcoming list of capital projects for 2018,
noting that the number and scope of the projects is unique for the City.
Projects at Mountain View and the Library are currently soliciting bidders.
Construction has begun on the Water Street Overlay project. The Visitor
Information Center, Jefferson Street sidewalk and Washington Street
Complete Streets ADA access projects are slated for later this summer.
WSDOT will be resurfacing Highway 20 from the Ferry Terminal to the
airport during the night over the summer as well. Other upcoming projects
include the design of the Sims Way Ravine Pedestrian Walkway, repair of
the Big Quil Diversion Dam, and Howard Street Regional Stormwater.
2015-2018 Strategic Plan Status
David Timmons reviewed the history of Council's Strategic Plan since 2007
and identified the need to update the current plan which runs through the
end of 2018. Council discussed the merits of re -visiting the Strategic Plan in
October of 2018 and extending Mr. Timmons' contract through June of 2019
to ease the transition to a new City Manager. Mr. Timmons proposed forming
a citizen task force to take an active role in the recruitment process for the
City Council Workshop Meeting - January 8, 2018 Page 1 of 2
next City Manager.
Deborah Stinson identified the February Council Workshop as a chance to
develop clear direction for revising Council Rules.
David Timmons reported that the Stormwater Management Plan was on
track for adoption in April, with Critical Areas and Flood Hazard regulations
progressing on the same track. The Rainier Street (formerly Howard
Street)/Upper Sims Way Sub Area Plan is also on track to return to Council
by April for approval.
Council reviewed options for progressing with the Fire Annexation proposal
which could include placement on the ballot in August or November. David
Timmons recommended holding three Town Meetings hosted by a third party
moderator.
Michelle Sandoval identified planning for the relocation of surplus housing
from Port Angeles and addressing the Navy's Growler EIS as time -sensitive
issues facing the City.
