HomeMy WebLinkAbout103017CITY OF PORT TOWNSEND MINUTES OF THE SPECIAL BUSINESS MEETING OF OCTOBER 30, 2017 CALL TO ORDER/PLEDGE OF ALLEGIANCE The Port Townsend City Council met in special session on the 30th day of October 2017 in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray, Amy Howard, Michelle Sandoval, and Deborah Stinson with Catharine Robinson excused. Staff members present were City Manager David Timmons, City Attorney Steve Gross, Finance and Administrative Services Director Nora Mitchell, Parks Recreation and Community Services Director Alex Wisniewski, Executive Assistant Kelly Graves, Public Works Director Greg Lanning, Human Resources Manager Robin Hake, Senior Planner/Planning Manager Judy Surber, and City Clerk Joanna Sanders. NEW BUSINESS Communications Strategy Presentation by Pyramid Communications, Inc. City Manager David Timmons briefed Council on the process for soliciting requests for proposals and selecting Pyramid Communications. The consultant completed an audit of City communications with the public and internally in order to make recommendations on website, social media, outreach and community engagement tools. Denise Rhiner of Pyramid Communications gave a presentation on their completion of the communications audit. She provided an overview of their findings as detailed in their report. They would next work with staff to present a plan for implementing their recommendation on how the City can better reach, inform and engage the community. Council questions and discussion related to the consultant's analysis of Granicus and SpeakUp, opportunities for improving communications with citizens such as with a citizens academy, using graphics to better explain city services, concerns about whether current RSS feeds are working, considering expanding time for public comment at meetings, holding town meetings, and recording of advisory board meetings. Pyramid staff said they would next work with staff to present their implementation plan. City Council Special Business Meeting October 30, 2017 Page 1 of 2 Public Comment: Debbie Jahnke spoke in favor of adding social media on the website and also keeping access to current City tools. Ordinance 3186 Amending Ordinance 3123, as Amended by Ordinance 3157, to Extend the Maturity Date of the City's Limited Tax General Obligation Bond Anticipation Note, 2014 Finance and Administrative Services Director Nora Mitchell gave the staff report on the Ordinance that would grant an extension of the City's line of credit from December 1, 2017 through May 31, 2019. Staff responded to questions. Mr. Timmons explained that this line of credit would also pay expenses for Jefferson Street and Water Street improvement projects until reimbursement by granting agencies. There was no public comment. Motion: David Faber moved to approve first reading of Ordinance 3186 Amending Ordinance 3123, as Amended by Ordinance 3157, to Extend the Maturity Date of the City's Limited Tax General Obligation Bond Anticipation Note, 2014. Pamela Adams seconded. Vote: motion carried unanimously, 6-0 by voice vote. EXECUTIVE SESSION — TO REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE PURSUANT TO RCW 42.30.110(1)G At 7:29 p.m., the meeting recessed into executive session for 30 minutes to review the performance of a public employee with no expected action to be taken following the session. At 7:50 p.m., the meeting resumed.
