MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF OCTOBER 2, 2017
CALL TO ORDER AND PLEDGE OF ALLEGIANCE
The Port Townsend City Council met in regular session on the 2nd day of October
2017 in Council Chambers at 540 Water Street. Mayor Deborah Stinson called the
meeting to order at 6:30 p.m.
CHANGES TO THE AGENDA
Mayor Stinson paused to recognize recent natural and manmade events that have
impacted other communities.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert Gray,
Catharine Robinson, Michelle Sandoval, and Deborah Stinson with Amy Howard
excused.
Staff members present were City Manager David Timmons, City Attorney Steve
Gross, Finance and Administrative Services Director Nora Mitchell, Public Works
Director Greg Lanning, Library Director Melody Eisler, Senior Planner John
McDonagh, and City Clerk Joanna Sanders.
SPECIAL PRESENTATIONS
Mental Illness Awareness Week Proclamation
National Alliance on Mental Illness (NAMI) board member Darlene Grunke-Sanders
accepted the proclamation and invited Council to their upcoming free film. NAMI
President Valerie Phimister spoke about the recent shooting event and reviewed their
workshops and support group activities.
Friends of the Library Week Proclamation
Ellen Dustman, President of the Friends of the Library, accepted the proclamation and
reviewed their activities.
COMMENTS FROM THE PUBLIC
Public comment
Todd Wexman spoke on the topic of Cherry Street housing,
City Council Business Meeting October 2, 2017 Page l of 4
City staff response
Jason Victor Serinus spoke about affordable housing and rising property taxes.
Lynne Stryker urged additional resources and a hotline related to deer
issues/solutions.
Jo Chandler spoke about her concerns related to the deer population and accidents.
Forest Shomer spoke about other jurisdictions dealing with deer populations and
urged starting a task force.
Joan Fabian spoke about residents feeding the deer and causing deer issues..
City Manager Timmons agreed to work with the Police Chief and City Attorney to
explore code provisions that might be enacted. On the taxing impacts, he
recommended contacting the state legislature.
CONSENT AGENDA
Approval of Bills, Claims and Warrants
Vouchers 157871 through 158040, Vouchers 533-554 and Electronic Fund
Transfers in the amount of $881,292.13.
Approval of Minutes: August 21, September 5 and September 11, 2017
Motion: Catharine Robinson moved to approve the consent agenda with a change to
the minutes of September 5, page 3 under the Mayor's report to reflect "meeting
attendance at the Washington State Affordable Housing Finance Commission with
Amy Howard. " David Faber seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
PUBLIC HEARING
Street Vacation Application LUP17-068, Howard Street Right -of -Way Lying
Between Unopened 9th and 10th Streets
Mayor Stinson read the rules of procedure for the public hearing. No
Councilmembers had any financial or property interests to disclose in connection
with this matter.
There being no public testimony, public testimony was closed.
Senior Planner John McDonagh gave the staff report on this vacation in the old
Howard Street right of way. He recommended approval subject to limitations and
conditions as presented with the addition of a City easement for utilities. He noted
City Council Business Meeting October 2, 2017 Page 2 of 4
that last year Council approved a preliminary street vacation for Safe Harbor in the
same vicinity. Mr. McDonagh responded to Council questions.
Mayor Stinson closed the public hearing..
Motion: Michelle Sandoval moved to approve the Proposed Findings of Fact and
Conclusions for LUPI 7-068 and to direct staff to prepare an ordinance approving
the requested vacation once all required conditions have been met. Catharine
Robinson seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
UNFINISHED BUSINESS
Ordinance 3182 Related to the Security of Publicly -Owned Property; Adopting
a Process for Excluding Individuals whose Behavior is Unreasonably
Disruptive, Establishing an Appeal Process to Protect Excluded Individuals'
Rights, Adopting a New Chapter 9.50 "Trespass Warnings On City And Other
Publicly -Owned Property," and Amending Chapter 11.01 of the Port Townsend
Municipal Code
City Attorney Steve Gross gave the staff report and responded to questions about
the terminology used in the trespass admonishment.
There was no public comment.
Motion: Catharine Robinson moved to approve Ordinance 3182 Related to the
Security of Publicly -Owned Property, Adopting a Process for Excluding Individuals
whose Behavior is Unreasonably Disruptive, Establishing an Appeal Process to
Protect Excluded Individuals' Rights, Adopting a New Chapter 9.50 "Trespass
Warnings On City And Other Publicly -Owned Property," and Amending Chapter
11.01 of the Port Townsend Municipal Code. David Faber seconded.
Vote: motion carried unanimously, 6-0 by voice vote.
NEW BUSINESS
Resolution 17-047 Accepting a Donation of Real Property from Morgan
Tjemsland for Right -of -Way
City Attorney Steve Gross gave the staff report related to this 187 -square foot
parcel that is being transferred to the City.
Motion: David Faber moved to approve Resolution 17-047 Accepting a Donation of
Real Property from Morgan Tjemsland for Right -of -Way. Pamela Adams seconded.
Vote. motion carried unanimously, 6-0 by voice vote.
2018 Budget — Current Revenue Estimates

Finance and Administrative Services Director Nora Mitchell briefed Council on the
revenue projections comprised of property tax, retail sales tax, business and
occupation tax, development services revenue, real estate excise tax, and
enterprise revenues. More specific budget revenue information would come forward
at a future meeting. She and Mr. Timmons responded to questions about CPI
increases, the value of new construction, and recent permit activity.
There was no public comment.
PRESIDING OFFICER'S REPORT
Mayor Stinson reported on the following:
- Attendance at ongoing Port strategy meetings
- Attendance at the Mountain View EPA Healthy Places for Healthy People Workshop
- Recommendation at the Parks Recreation and Tree Advisory Board about capturing
audio/video recording of their meetings. There was support for the suggestion to
address this when Council discusses the InBox process.
CITY MANAGER'S REPORT
Mr. Timmons reported on the following:
- His findings from his recent trip to the Netherlands
- Two days of meetings on Mountain View EPA Healthy Places for Healthy People
Workshop
- Most recent Library construction bids were over budget
- Building permitting has slowed however revenues are tracking with projections
- Police vehicle replacement is moving forward
SUGGESTIONS FOR NEXT OR FUTURE AGENDA, REGULAR MEETING AND/OR
STUDY SESSION
Mayor Stinson reported on upcoming agenda items, including the scheduling of a
special meeting on October 30.
COMMENTS FROM COUNCIL
There were comments on the EPA workshop at Mountain View. Robert Gray reported
on the shelter task force meetings that he and Amy Howard attended.

There being no further business, the meeting adjourned at 8:16 p.m..
