MINUTES OF THE CITY COUNCIL WORKSHOP MEETING OF SEPTEMBER
11, 2017
CALL TO ORDER
The Port Townsend City Council met in workshop session on the 11 th day
of September, 2017, in Council Chambers at 540 Water Street. Mayor Deborah
Stinson called the meeting to order at 6:30 p.m.
ROLL CALL
Councilmembers present at roll call were Pamela Adams, David Faber, Robert
Gray, Amy Howard, Catharine Robinson, Michelle Sandoval, and Deborah
Stinson.
Staff members present were Interim City Manager Ken Clow, Finance and
Administrative Services Director Nora Mitchell, Public Works Director Greg
Lanning, City Attorney Steve Gross, Chief of Police Michael Evans, Parks and
Community Services Director Alex Wisniewski, City Engineer David Peterson,
Finance Manager Sheila Danielson, and Deputy City Clerk Joshua Stecker.
2018 BUDGET DISCUSSION
Nora Mitchell reviewed the 2018 Budget Calendar and highlighted 2017 year to
date results, including revenues and expenses on track with estimates and
items which will need to be accounted for in the 2017 Supplemental Budget.
She reviewed revenue, staffing and operating expense assumptions for 2018.
Council discussed the origination and intent of the Council Reserve and
whether it would be appropriate to use those funds for City Manager
recruitment expenses.
COST ALLOCATION
Sheila Danielson reviewed the draft 2018 Budget Overhead Allocation
Summary as presented to the Finance and Budget Committee and highlighted
fund differences from the prior year. Council discussed increased expenses
and possible funding options for Library repairs and maintenance.
CAPITAL IMPROVEMENT PLAN
David Peterson presented the draft 2018-2023 Capital Improvement Plan.
Updates were provided on current projects. Funding options were presented
for future projects.

Ken Clow noted that City water supply looks to be adequate for the remainder
of the summer.
