ORDINANCE NO. 3178
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND,
WASHINGTON, RELATED TO ENGINEERING DESIGN STANDARDS; ADOPTING
INTERIM STANDARDS FOR STREET LIGHTING
RECITALS
A. The City Council enacted Ordinance 2578 on April 21, 1997. Part of that ordinance,
codified as Section 12.04.040, adopted the City's Engineering Design Standards ("EDS")
B. Chapter 6, Section 30 of the EDS addresses Street and Trail Illumination. Specifically,
Section 30.e.ii states that "all street lights are to be equipped with high pressure sodium
vapor lighting and lighting shields to control `light pollution."'
C. Since the adoption of this standard in 1997, the City's Climate Action Committee has
recommended switching to light -emitting diode ("LED") lights to help reduce greenhouse
gas emissions through lower energy use.
D. Currently, most of the City's street lights are owned by Jefferson County Public Utility
District No. 1 ("PUD"). The PUD is transitioning to LEDs because they use less electricity
and have a longer life, which reduces maintenance costs. Under the PUD rate schedule, if
the City does switch to LEDs, it reduces the monthly cost to the City.
E. The PUD is currently testing lighting of different heights and intensity in several places
around the City. However, the City has a few projects for which new lights must be
installed to meet the completion date in the grant requirements.
F, Staff recommends an interim street light policy that would allow the projects to be
completed. It would also allow staff to continue the testing to continue and to continue the
dialog with the public regarding options for street lighting.
NOW, THEREFORE, The City Council of the City of Port Townsend, Washington, do
ordain as follows:
Section 1. Chapter 6, Section 30.e.ii of the Engineering Design Standards adopted in
PTMC 12.04.040 is stricken and is replaced with the Interim Street Lighting Policy in
substantially the same form as at Exhibit A.
Section 2. The Interim Street Lighting Policy shall be in effect for a period of one year
from the effective date of this Ordinance unless repealed or superseded by Council before that
date.
Section 3. ScveEl4hilli . If any section, sentence, clause or phrase of this Ordinance
should be held to be unconstitutional by a court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect the validity or constitutionality of any other section, sentence,
clause or phrase of this Ordinance.

Section 4. Publication. This Ordinance shall be published by an approved summary
consisting of the title.
Section 6. Effective Date. This Ordinance shall take effect five days after publication.
ADOPTED by the City Council of the City of Port Townsend, Washington, at a regular
meeting thereof, held this 21 st day of August, 2017.

EXHIBIT A
INTERIM POLICY ON STREET LIGHTING
1. Existing Lights in Residential Neighborhoods on PUD poles
a. When existing lights burn out the following shall be examined
i. Is the existing light needed for safety reasons?
ii. Are there any comments from neighbors regarding the desire to eliminate
or shield the light?
iii. Is the light in a good location or is another location preferable?
b. The PUD shall replace sodium vapor lights with 3000K LED lights that are
programmable and dimmable, with diffusers if available, and shielded where
needed.
c. Height shall be 15-20 feet.
2. New Arterials and Collectors
a. The lighting design (spacing and intensity) shall be based on recognized national
street lighting standards or adopted LED standards at another city (such as
Redmond Washington)
b. Lights shall be 3000K with diffusers, if available
c. Lights shall be dimmable and programmable.
3. Downtown Street Lights
a. Streetscape designs shall continue with "radial wave" style lighting with LED
lamps.
4. The priority for installation of new lights shall be
a. On existing major and minor arterials where there are specific areas of safety
concerns and there is an existing PUD pole.
b. At significant pedestrian crosswalks where there is an existing PUD pole
c. In residential neighborhoods where a safety issue is brought to the attention of
City staff
d. In residential neighborhoods at street intersections.
5. New Development (subdivisions and PUD)
a. Provide lighting at the intersection of local access streets and at the intersection of
the development with arterials or collectors
b. Lighting shall be LED in conformance with above policies
6. Waivers
a. Waivers to these policies may be granted by the Public Works Director in
conformance with Chapter 12 of the PTMC.
