HomeMy WebLinkAbout030617 CITY OF PORT TOWNSEND MINUTES OF THE CITY COUNCIL BUSINESS MEETING OF MARCH 6, 2017 CALL TO ORDER AND PLEDGE OF ALLEGIANCE The Port Townsend City Council met in regular session on the 6th day of March 2017 in the Council Chambers at 540 Water Street. Mayor Deborah Stinson called the meeting to order at 6:30 p.m. ROLL CALL Councilmembers present at roll call were Pamela Adams, David Faber, Amy Howard, Robert Gray, Michelle Sandoval, Deborah Stinson, and Catharine Robinson. Staff members present were City Manager David Timmons, City Attorney Steve Gross, Public Works Director Ken Clow, Finance Director Nora Mitchell, Police Chief Michael Evans, Planning Director Lance Bailey, and City Clerk Joanna Sanders. CHANGES TO THE AGENDA There were none, COMMENTS FROM THE PUBLIC Brenda McMillan spoke about Public Works not consulting with the Parks Recreation and Tree Advisory Board regarding City trees. Ken Clow responded. CONSENT AGENDA Approval of Bills, Claims and Warrants Vouchers 156280 through 156389 and Electronic Fund Transfers in the amount of $686,079.97. Approval of Minutes: February 13 and February 21, 2017 Motion: David Faber moved to approve the consent agenda as written. Pamela Adams seconded. Vote: motion carried unanimously, 7-0 by voice vote. PUBLIC HEARING Ordinance 3166 Adopting Development Regulations Relating to Agricultural Uses Incidental to a Primary Use, and Amending Port Townsend Municipal Code Chapter 17.20 and Table 17.20.020 Permitted, Conditional and Prohibited Uses to Allow Agriculture as an Incidental Use Within the Cl, CII and CII(H) Commercial Zones City Council Business Meeting - March 6, 2017 Page 1 of 3 Mayor Stinson read the rules of procedure for the public hearing. There were no Council interests, financial or property to disclose in connection with this matter. Planning Director Lance Bailey gave the staff report. Public Comment: Milt Reimers spoke in favor of this zoning code amendment. Questions from Council to which staff responded were regarding the reason for expansion from C-11 to C-1 C-11(H), consideration of C-1 MU and C-11 MU, impact to adjacent properties; and implications of the tax assessment. Public testimony was closed. There being no further Council deliberation, the public hearing was closed. Motion: David Faber moved to approve waiving Council rules and adopting Ordinance 3166 Adopting Development Regulations Relating to Agricultural Uses Incidental to a Primary Use, and Amending Port Townsend Municipal Code Chapter 17.20 and Table 17.20.020 Permitted, Conditional and Prohibited Uses to Allow Agriculture as an Incidental Use Within the Cl, Cll and CII(H) Commercial Zones. Pamela Adams seconded. Vote: motion carried unanimously, 7-0 by voice vote. UNFINISHED BUSINESS - NONE NEW BUSINESS Ordinance 3167 Related to Emergency Management; Revising the City Continuity of Government Provisions, and Amending Port Townsend Municipal Code Section 9.40.100 (Succession — Continuity of Government) City Attorney Steve Gross gave the staff presentation. There was no public comment. Motion: Catharine Robinson moved to approve waiving Council rules and adopting Ordinance 3167 Related to Emergency Management; Revising the City Continuity of Government Provisions, and Amending Port Townsend Municipal Code Section 9.40.100 (Succession — Continuity of Government). Amy Howard seconded. Vote: motion carried unanimously, 7-0 by voice vote. City Council 2017 Work Plan City Manager David Timmons led a review of the 2017 and 2018 strategic plan items and specifically the long-term funding level of service issues on Fire Annexation, Library, Parks, and Transportation. There was Council support for scheduling the tasking resolutions for March 20. PRESIDING OFFICER'S REPORT City Council Business Meeting - March 6, 2017 Page 2 of 3 Mayor Stinson reported on her presentation of the following: - Winners of the Playwrights Festival - Chamber of Commerce leadership awards - Kiwanis young professional leadership award CITY MANAGER'S REPORT Mr. Timmons reported on the following: - Public Development Authority (PDA) and State Parks capital investments at Fort Worden - Port Townsend School District investments at the high school - Human Resources efforts to improve the job application process and training efforts - PDA Annual Report on March 20 - Port of Port Townsend Boat Haven and Point Hudson activities and upcoming reports to City Council - Upcoming briefings on housing and street lights SUGGESTIONS FOR NEXT OR FUTURE AGENDA, REGULAR MEETING AND/OR STUDY SESSION Pam Adams expressed appreciation for North Beach parking lot improvements by the street crew. EXECUTIVE SESSION (TO EVALUATE A COMPLAINT BROUGHT AGAINST A PUBLIC OFFICER UNDER RCW 42.30.110(1)(F).) At 7:26 p.m., Council went into executive session on the above matter as well as to discuss a matter of litigation or legal risk pursuant to RCW 42.30.110(1)(i)(iii). No Action would be taken and Council agreed to return into open session at 8 p.m. At 8 p.m., the Council came back into open session.
