Commissioners present. _ Fester, Graham, Scott, Johnson, Harms, Wojt. Also present, Randy Tyler, City Planner, Roger French, City Engineer, and Councilman Cipriotti. The minutes, which were mailed to the Commssioneii� were approved as railed. The meeting was then turned over to Randy Tyler, City Planner, who distributed copies of a brochure put out by the [university of Washington' s Division of Community Development,, together with an attachment showing steps which might be taken to accomplish a up-dated comprehensive plan and revised zoning ordinance. Discussion followed and ideas expressed on methods of getting informa- tion to the general public, Tyler suggested outside help from Ed Sheridan of the University of Washington might be available t the Commission at no cost. This idea was favorable to the Commission. Chairman Lester then appointed a committee of Scott, Johnson and Harms to work on the Budget. Next considered were: An application for a street variance for Bernard Arthur, Jr. , 2608 Haines, of Block 84 , Lot 28 /3 of Lots 3 and East 3 /3 ft, in Lot 5 , Existing Use: Vacant, was approved. The Secretary was instructed to inform the City Council. Request for a street vacation by Kenneth W, Holme to: Vacate that portion of Rose Street lying between S & T Streets. Motion and second by Johnson/Graham was passed to get up a Public Hearing for the next regular meeting September 29 . Since there was time before the Pudic Hearings were to be held, Randy Tyler, City Planner, then entered into further discussion with the Planning Commissioners on the proposed street plan, covering: cul de sacs, turn-arounds, width of streets. Tyler thea stated he plans to meet with the following within a couple of weeds to go over the street plans: Street Supt, , Water Supt. , Police Chief, Fire Chief, Three Councilmen Members of the Street Co mitt a and two or more Planning Commission members . Next followed: Public Hearings Jefferson County Hospital District Hospital No, 2, 9th and Sheridan for a Rezone from R-1 to P- 1.. The hearing was taped and members of the audience were invited to participate . Mr. Ernest R. Fails was invited to begin the hearing.. Others who entered were Kay Miner, Mr. Stroeder, Mrs , Fred Lester. The hearing was closed and a Roll Call Mote Taken, Vote: Yes 5 No 0. The secretary was instructed to notify the City Council of the favorable decision. 4PAGE TWO t 1 MINUTES of THE PORT TOWNSEND PLANNING COMMISSION AUG* 2 5 r 1975 Public Hearing on request of William M, Svensson 420 W. Street (Application No. 0 for a Rezone of property located at Subdivision: Aldri h' s Block 1, Lot 4 and East of Lot from -1 to R-2 . Proposed Use: Duplex residence. This hearing was taped with firs. Svensson beginning the hearing. Commissioner Johnson moved that this petition be denied. The motion died. Lively discussion followed whether or not this is spot-zoning as pointed out by Johnson. City Planner pointed out that it is not since it is adjacent to exis iting ul tiple dwelling. Woy t pointed out that the Commission should have earlier enlarged rezone areas and that the Sven sons should not be penalized for this oversight. Graham with a second by Harms made a motion for approval. A Roll Call Vote was taken: VOTE: Yes - 4 No - 1. The Secretary was instructed to inform the City Council. Mr. Hails, Hospital Administrator, Jefferson County Hospital, then pointed out that further action was needed on the second portion of Application No. 69. "Request for a Conditional Use Permit" . The Public Hearing was reopened and taped for audience participation. Participants were: Mr. Hails , Kay Miner, Randy Tyler. Motion was made and carried that this Conditional Use Permit be granted.
