Opening Business r Chairman Carman called the meeting to order 30 P.M. Members present were Ron Kosec, Jim Campbell, Alan Carman, and Dori Hoglund. There was a quorum declared. Minutes of July 31, and August 14, 1986 were approved as written (Non Kosec s moved, Dori Hoglund seconded the motion and the vote was unanimous). Chairman Carman reviewed and passed around the correspondence that had been received. I. Application No 786-01 Kah Tai Care Center Street Vacation 751 Kearney Garfield Street Port Townsend, Waa George Avis, Kah Tai Care ent 'a minstrator, stated the care center would like the street vacation for . ' tuTe expahhtom .--Washington.-State said that the area had need of 35 more beds and the center wanted to secure the.Stte's � pproval, but needed the street vacation to have the-room to expand. He briefly explained the legal battle that was brought against the center for trying to-'get Dawrence Street vacated. This plan would be a smaller building than the plan had been for Lawrence Street. Del Grewell stated that the closing of the street would l ndlock two lots h owned* A narrower street would devaluate his property. His lots were good for residential development& He was very opposed to the vacation of Garfield Street Meryl Christensont representing owners that would take over on October 1, 1986. Mr. Christenson said that care centr wanted to take avantage of the state's certification of need. Property is tight and the vacation is needed. The addition would- employ 25 additional people and the buildings would not be unattractive. Mr, Grewell stated he was not complaining about the buildings, but a vacation would make.,the.street into an alley that would serve his lots. Jim Campbell stated that the street vacation criteria does not allow lots to be landlocked and the lots have to be accessible to emergency vehicles. Chairman Carman read the committee report of Grimm and Slater dated August 2 , 1986. It stated the development ofGarfield as a street was highly unlikely and they would recommend approval of vacation with easements with the condition that Mr. Del Grewell had no objection to it. m Campbell told the applicants that the commission could not approve the street vacation . The commission allowed the applicant some time to work with Mir. rewell to see if they could come to an agreement. ,Tim Campbell moved to continue Application No. 786-01 to September 25, 1986 hearing and the commission would take action at that time. Bon Kosec seconded the motion and the vote was unanimous. August 28, 1986 meeting continued... . . III. Adjournment Chai n Carman adjourned the meeting at 800 P.M. t Virginia Mulkey, Secretary i
