Opening Business Chairman Dennison called the meeting to order at 7s30 P.M. Members present were Julie McCulloch, Nancy Zeppa, Nancy Slater. Larry Dennison, Jim Campbell. J Taverrakis and Jay Gibson. New members Nancy Slater and Jay Gibson were introduced. Minutes of November 17, 1983 were corrected an Item VI# the motion had been omitted which was "Julia McCulloch moved that Application Na. 1Q$3-02, a short platy be given summary approval as it meets the criteria set forth in the subdivision �ordinanca. Jim Tave-unakis seconded the motion the vote eras unanimous. Julie 6 McCulloch moved to approve the nu tes of November 17 0 19$3 as corrected. JIM Tav ernaki s seconded the mo ti on and the vole was unanimous. II. Application 4$3-4J Donald & Norma Burtz Short Subdivision X36 Foster St. Port Townsend, Was 98368 • Mr. Kurtz explained that all points that Mr. Floyd had recommended had been met. They were included on the plat plan. There would be no access onto Discovery Read. Utility easement was on 29th St. After a discussion. Mrs Zeppa moved to reco end Final Plat Approves}. for Short Subdivision Application No. 48,3own03 as it complies with City Ordinance 1$06 Short Subdivision Checklists subject to no access onto Discovery Rd. and a fire hydrant being installed with no expense to the City and the Pubic Works Director and the Fire Ghief s approval, Jim Taverxwkls seconded the motion and the vote was unanimous. III. Application No. 483-03 Dwayne E. Russell 1530 Franklin Ste Port Townsend. Wa. 983b8 Mr. Russell presented a plat plan. He told the commission how to reach property (On Howard turn left on 22nd to Gibbs). Perk holes were dugs but Health Department had not made it up there yet, but if it does not perk would then hook up f ith the sexer system at Tome Poing. Mrs. Zeppa saw a problem with drainage on east end of property which would need another dry well. This should be called to Mr. Strictlin's attention. Chairman Dennison said soil maps show a classification of 6 which is • severe septic qu Ityis Mrs. McCulloch stated that the health department needed to sign off their approval before the consission could approve its -1- Chairman Dennison asked Mrs. Zeppa and Mrs. McCulloch to see rIr 4 Strictlin about the problems concerning this application. lbMr. deWolfe told the co ission that he thought streets should be up to standard because of emergency vehicles. He said the developer should do this rather than have to tax property owners later. chairman Dennison asked if streets would be gmveled all the Kay from Howard St? Mr. Russell said yes as they have to be. Mr.,Russe]Ll -stated he never received written information from anyone to tell ghat is inadequate. Chai.man Dennison id Mr. Russell would be smart to hire a professional to prepare his short subdivision. Jim Campbell moved to table this Application No. 683-03 until the January 26, 1984 regular monthly meeting so that additional information could be obtained on sew or septic system from Health Department and a drainage plan. Nancy Zeppa seconded the motion and the vote was unanimous. IV. Application No. 1183-01 Robert Ellis/C.W. Broughton Conditional Use Permit Request 1555 ,Joplin St. Soo Salem Oregon 973a2 Mr. Ellis said pian was to use as supplimen#,ary Bed and Breakfast. They had written neighbors to inform them of their plans. The only ofJection Was from Mrs. Wilson. The house would be given extensive • overhaul as it was in poor repair. It would be landscaped as well. They hoped to restore it to original fo as close as possible. He added that they Kers a family and not a business. Mr. deWolfe was asked his opinions. He said that Washington St. was the second most important street in Part Towmend t and that Victorian houses were part of Port Townsend's heritage. The Targe ones were white elephants because of energy costs unless they could be used as inns. These homes need to be protected and this (inns) is the only way it can happen. He said that he did not know if it would meet the supply and demand, but Washington Street far more preferable than other locations. The commission expressed concern because of the house's nearness to the bluff. Mr. de Wolfe said there were design elements that could take care of drainage and still meet needs. Soft material for driveway and parking could be used instead of paved surface. Mrs. Wilson's daughter stated that their fence had been pushed over by a hedge and that they wanted a fence and not a hedge where their property meets the applicant's. We do not object to a bed and breakfast. Mr. Ellis stated that a hedge was required, that they prefered a fence also. Mrs. Wilson stated there was also problems with the seer hook-up and it would need to be changed. They had to get a rotodmrooter in often after they had allowed the house to hook-up with them. • -2- The co ission asked if they would be willing to put a turnaround in so that there would be no backing out on Pierce St, • This did not present a problem to the applicants and they were agreeable to using porous material for drive and etc. Jim Tavernakis waved to recommend approval to Conditional Use Application No. 1183-01 as it meets the criteria set forth in Ordinance 1b25, 1764.04 1-4 on the condition parking be designed for drainage, exit frontwards, and establish acceptable stable boundary. Jim Campbell seconded the motion and the vote was unanimous. Mrs. McCulloch was asked to write the report for *he City Council .for t-1 1s Conditional Use Application No. ].183-01. Jim Campbell agreed to write the report dor the Council for the Bortz Application No. 48303. V. Election of Officers After a lengthy discussion with no one wanting to take the office of President* Nancy Zeppa agreed to take the office until the regular election time of March 1g84. Jay Gibson agreed to be vice-president until March as wail. The vote Was unanimous. In January of 1g84 there would be workshop the 12th and the regular meeting January 26, 19$4. • Vi.
