Vice-Chairman Black called the meeting to order at 7:30 P.M.
Members present were Jul:*Le McCulloch,, Jim Campbell, Glenn Ison., Nancy Zeppa�
and Wanda Black.
Glenn Ison moved to approve the minutes of July 14, and 2S, 1983 as written.
Jim Campbell seconded the motion. The vote was unanimous except for Mrs. Zeppa.,
and Mrs. Black whose minutes had not arrived.

Since Mr. DeChantal was not prepared with a21 the requirements.and asked for
more time, Glenn Ison moved to table the Application leo. 483-03 until the
• September S, ].983 workshop meeting. Mrs. Zeppa seconded the motion and the
vote was unanimous.

The Applicant's representative', Mr. Stroeder, was again not present so the

meeting. Julie McCulloch seconded the motion and the vole was un.1MILMOUS,
(The secretary notified Mr. Stroeder's office and left message of final chance
to be heard for this application).

Mr. Seton presented revised plans WI'th no lois accessing on Discovery Rd.
He said they replamed the streets, made bigger lots which would generate
more taxes for the city and gave a 40 foat rl"ghteeofaoway for Katherine Street.
The commission said that the city wants utility easements and Par Katherine
Street to be a private road.

A� first the cU"----U-:Lss1oners thought that there would be no access onto Discovery
Road, but it was explained that Katherine St. would have to access onto Discover7
Road. Mrs. Me Cull och stated that'i f street was closed off, then there would need
to be a turnaround.
The Cararaission agreed this plan would be good for the whole area since the lot s

• would be of adequate size. Mrs Zeppa mooed that this Street Vacation Application
No. 683mO4 be recommended dor approval as atrtended as represented in plat plan
subject to utility easement and Katherine St. being a private road with no access
onto Disco ry Road except by -Katherine St. as this application meets the review
criteria set forth in City Ordinance I$02, lection 5.2, subsection 12,20,06,
Julie McCulloch seconded the motion and the vote was unanimous.
Y. Condaminium Ordinance
Glenn Ison moved to table Condominium Ordinance Draft in order dor revision
to be ready by the Septezaber 29, 1983 regular meting. Jim Campbell seconded
the motion and the vote was unanimous.
Nancy ZeDpa stated she called Olympia and talked• with the office of the
Association of Washington Cities and they said they'd send her copies of
Conclomi um Ordinances of other cities, but they never have.

Mr. Michel stated they proposed to open private school-' which -would be Kindergarten

through first grade: The building would be a t
emporary site as there was no
room to expand. He said property was an acre secluded and adjoining 5 or 6
vacant Lots. The building- is 1800 square feet. They have arranged with the
transit to extend bus line drop; They have take enviro,luftental impacts into
consideration he stated. He said that there would b e a lower rat i.an student
• to teacher, than other' sahools. He said that the Health Degartsnent was swamped
with -work and could not get to their application, but did what Mr. Mayes had
required: Which included two well lit' restroomse They have two exits and
moveable self st d g partitions. Fire Chief required that the door with a
hasp and pin had to be changed; but he dn I t Yell special doors were needed.
Mrs. McCulloch asked if it were possible for a drive through? The Transit drove on
Corona so a sign "slow c1lildin'� wau].d be good for safety.
Glenna icon stated that brush needs to- be cleared along Silver St. Marked cross�
across Silver would be helpful. He was not sure whether the city was
responsible or the school. He instructed the applicant to ask the Public Works
Director.
Mr. Michel agreed- to the suggestions.

their approval before school can open and that it meets the requirements of City
Ordinance 1625'. Section 6,,o8 AmwD, Nancy Zappa seconded the motion and the vote
was unanimous.

Mr. Russell said that basically this was a subdivi s i*on for sales as four
. pieces were easier to sell than one. Access road a takeowoff from Towne Point,
Street Department said have to put decent street in along survey line not to
deviate from survey with road. It's quick claim so if city needs street JLn the
future will not have to purchase it. For seiner service, ima*ll pump if needed to
bei or have lots perked.
Mr. Ison said that law requ:Lred quite a lot more.
Mr. Russell said that he had been lead to believe that the Department Heads feat
this was the way to da m*t as he was not a developer.
Mrs. Black said that in the past under smular circumstances the city has- waived
certain requirements until the property was developed.
Mr. Russell said that Street Department suggested that 22nd Street be developed
into aversable read which would have to stay along survey line. He said that
21st Street was a possible access.
The Cul 2-SS3'Lon asked that Mr. Russell get up-dated cuj-=-q--ents from the City Department
Heads,&up-dated vacinity map shotring where closest developed streets are located.
Glenn Ison monad that Application No. 683-03 be tabled until September $. 1983
so that applicant can provide updated lenfor�aation. Julie McCulloch seconded the
motion and the vote was unanimous.
