I. Opening Business
Chairman Floyd caed the meeting to order at 7:30 P.M.
Membersresentpwere Jinn Campbell, Larry Dennison, lqanda Black, Jean
CamfiCorm'be�d, and John Floyd. ssioner McCulloch was on vacation.
Jean Camfi'eld moved that the minutes be approved as written. Wanda Black
seconded the motion and the vote was unanimous,
Chairman Floyd stated that the Jefferson County Hospital District #2
and this conmssion wed be having a special ,joint meetang on April 15,
1982 to review possible modificati*on of the covenants attached to the
property adjacent to the hospit The Co ission would then send their
recuimaen(lati"onto the Council.
Because of the tremendous backlog a� appZicatians, the cosruni.ssion agreed
to meet again in a special meeti.n�; on April ?2, 2982 to review three
applications: Street Vacation Number 282-02, Conditional Use

I r. Boyd explained that he wished to fill in theegally partially mid
fence hi's section if the vacation is granted.

The commission discussed this vacation and after studying the maps it was stated
Thomas Street served the area and because of the terrain would not make
sense for -the City to constru.ct this platted street. The expense would be
too great,
Two conditions were added. The City should obtain clarif 1*cation of what
the Street and r'ire Departments' intent�,on was. Secondly,, that the applicant
should receive clearance from the City Engineer before he does any filli'ng
of the gulley,
Lnrry Dennison moved that this application for Street Vacation leo. I82-01

e recommended f or approval to the City Counc�.l in that complies with
Street Vacation ordinance 18Q2, section 5.2d, S ubject to Conditifln 1. The
City should obtain clarificat�.an of what the Street and Fire Departmen�sF
intenti.an was,, and Condition 2. That the applicant should receive clearance

Mr. DeJongts representative, Robert Kingsley stated that Mr. DeJong
was going to use the old Frank Hastings house as a tour home with
small item antiques, postcards and other small items that would interest
tourists.
Adjacent neighbors Calhoun GCrtwTi ht, objected to the whole business
idea. He said the neighborhood was residential and using this as a
tour house would cause cars to be parked i*n front of his home and other
neighbors.
Chairman Floyd explained that the City could do nothing to keep Mr. DeJong
from ru=0ng -a tour house as itis allowed all over town. Mr0 Floyd
expressed the cormmissions concern about possible traffic problems dram
this business.
After a discussion, the commission agreed that there should be no
exterior signs stata*.ng antiques for sale; light-ping done 7Ln a way to
prevent912lare to the neighborsand there should be eight off--streeteet
parking spaces provided with adequate buffering from the neighbors.
Larry Dennison moved to recommend approval for Application Na. 282-03g
conditional use permit with Condition 1. Glareless 11*ghting, 2. eight
off-street buffered parking spaces, and 3o no exterior signs advertising
antiques for sale. j7anda Black seconded the motion and the vote was
unanimous.

Mr. Norman Smith stated he sold the property to Mr. Fetty and it was
purchased as commercial property.
14r. Dennison said that C-1 would be better than C-2 as it limited what
the property could be used for. Mr. Campbell pointed out that C-1 was
for neighborhood convenient businesses which this property is not used
for.
Mr., Spindor ex;1ained that the size of the property limited what the
properly could be used for.
Jaen Campbell moved to recommend approval far Application Na. 182-02, a
rezone from: R-lA to C-2 using the f ollow i*ng criteria: Rezone is in the
public's interest, trill not create adverse effect on roads and utilities.,
proposed rezone in compliancewath WAC 197-10 and the City of Part Townsend,,
no adverse testimony at this hearing, and that the proposed rezone is in
agreement with the City Comprehensive Plan. John Floyd seconded the motion
and the vote was 3 yes., and 1 no (Mr. DerirUson)

Mr. Smith explained to the c ssion that he bought the property under
the assuMption that it eras coramerciLal. When he started working on the
restaurant's problems,, he then found out about the zoning. In order
to get the place paying for
itself, he has to enlarge the ki'tchen, thus
maltthe rezone importantiff"Mediately. He� to1d the8 Co�iSS]ing .Ori his plans
for making parking spaces, remodeling � puttingin curbing and etc.
A neighborP*Mrt. Graves, stated her abjection to delivery trucks using
her fields to turn around :*Ln.
T�lr. Smith stated that his planned curbing would aUow trucks to C ame in
and leave his property by a controlled area and they vmuld no Langer be
a problem for her.
Anthony E. Stroeder said this was spot zoning. The cuiwin,ssion did not
share this opinion.
Jean Camf I*eld moved to recommend approval for -Application No. 282-02,
a rezone from R1A to C2 in that the property has been i*n use for the
last several decades as commercial, there were no objections from the
property owners and it meets the era,teria set forth aLn the CQmprehensive
Flan. Jim Campbell. seconded the motion and the vote was 4 yes and 1 no (Mr.
