I. ROLL CALL
Roll was called at 7:30 pm. Present were Alan Carman, Sall} McDole, Karen Erickson, Lois
Sherwood, Jim Tavernalds, and Bob Rickard. Also present were staff members Darlene
Bloomfield and Rick Sepler.

A. Variance Application 9102-05, Robert McDole
Before the review began, Ms. McDole excused herself from the-room to preserve the appearance
of fairness. Nis. Sherwood also offered to excuse herself if ancone believed that she ought to,
since she had spoken with Ms. McDole on a personal basis about the McDoles' case.
I. Staff Review
Darlene Bloomfield described the location of the site in question. She offered two drafts of
Findings and Conclusions, one which recommended that the variance be granted, and the other
which recommended that it be denied.
2. Public Testimony
Robert McDole talked about he and his wife's commitment to the area. He explained why they
dose the proposed location and layout for their deck, He requested that his request be granted.
Cindy wolpin, a neighbor, spoke. She was In favor of granting the variance, and said that it
world not be an intrusion on the neighborhood.
John Barr, a neighbor, spoke. He said that Mr. McDole was a good neighbor, and asked that
the Commission grant the variance.

3. Committee Report
Mr. Rickard said that he didn't think that the variance would conflict with the public rights-of-
way, because he didn't think the road would be expanded. Mr. Carman agreed with this. his
Erickson remarked that many people wished that they could have more space; she didn't think
this was a peculiar case that merited an exception,
The Commission discussed the layout of the area.
. Findings and Conclusions
Mr. Rickard moved to adopt Draft B of the Findings and Conclusions, and thereby grant the
variance. Roll was called, Ms.Erickson was opposed; all others were in favor.
B. Conditional Use Permit Application, 9103-02, Clipper Navigation
1. Staff Review
Mr. Sepler described how dipper wished to use the Quincy Street Dock on a long-term basis,
and was temporarily using the City Dock. He quoted parking and passenger statistics. lir.
Sepler concluded that the dipper would not be a detriment to the area, but that it would increase
parking needs to some extent. He proposed granting the application with parking, public safety,
and passenger survey conditions.
2. Public Testimony .
Ed Cummings, the attorney for Clipper, described what Clipper Navigation had done so far to
cooperate with the City. He gave statistics for how many passengers' cars had been parked each
day at the Bishop Hotel. lir. Cummings reviewed the conditions that Mr. Sepler set forth. He
expressed hesitation over the conditions requiring periodic reviews,!construction of benches, and
signing a Parking and Business Improvement Area BIA) agreement. He accepted all other
conditions.
Bill Toskey, Manager for the Port of Port Townsend, spoke in favor of the application. He
reminded the Commission that when the City transferred responsibility for the dock to the Fort, .
both parties seemed to think that ferry service and dock upkeep was a priority. Mr. Toskey said
that the dipper contributed to the City's goal of attracting tourists without attracting too much
automobile traffic. He reviewed the conditions set forth by lir. Spler. He expressed concern
over the conditions requiring periodic reviews, construction of benches, and signing a PBIA.
There was some discussion on the definitions of a Local Improvement District (LID) and a
1BIA, and ghat each would involve.

Ms. Mc ole said that she was concerned about having sufficient space for busses to turn around.
The Commission asked to see a memo from the Fire Department about whether an adequate
turnaround could be created; Mr. Sepler agreed to send copies of the memo to the Commission
members.
IIs. Erickson discussed signage which directs passengers towards the Clipper's parking spaces
at the Bishop Hotel. she described areas where signage was confusing or inadequate. Ms.
Erickson also expressed concern about the fact that the Bishop Motel parldng lot did not meet
City standards.
Mr. Ta ernakis asked about pets, effects on the marine environment', and policing of docks. He
responded to some of Mr. Toskey's comments about interaction between the City and the Port.
Mr, Taernakis asked whether private boatowners had access to other downtown docks besides
Quincy Street Dock. He wanted to know whether the Port or the City would enforce conditions
placed on Clipper Navigation.

Keri Johns, who is building on adjacent property, spoke. She wanted to cooperate with Mr.
Felly, and also wanted to make sure that the parking plan would be satisfactory for all parties,
Marjorie Jorgenson, a neighbor, spare in favor of the application.

Ms. Erickson said that she was concerned about on-street parking on 21st Street, She was also
concerned about improving the Trenholm. House guests" vier at the expense of the neighbors'
views. She felt that no hardship reason existed to grant the variance.
