ROLL CALL Roll was called at 7:40 pm. Present were Alan Carman, Karen Erickson, Ron Kosec, Jing Tavernakis, and Bob Rickard. Also present was Staff Member Michael Hildt, and visiting consultant Don Stastny. { H. APPROVAL of T S: lone. TII. o CATIONS: Current mail. IV, OLD BUSFiMS A. Gateway Development Plan I. Introduction Mr. Hildt reviewed the principal goals of the project: safety, business benefits, and attractiveness. He introduced Mr. Stastny. 2• Presentation of Final Report • Mr. Stastny talked about hover the Plan was developed through charettes and attention to public needs, He noted that a main guideline was "a city carved out of the wilderness." He outlined the different distri r 3 f ■ within each room. Mr. Stastny mentioned that some of the Plan's consolidated access proposals would require cooperation between the City and groups of neighboring businesses. He said that more could be accomplished through this cooperation than through activity by individuals. He pointed out specific possible consolidations within the Upper Commercial District. In the S Curves District, Mr. Stastny talked about relocating axe' intersection, allowing for commercial expansion, and establishing a climbing lane. In the Flats Commercial District, Mr. Stastny talked about the possibility of a new signal and new roadway. Mr.4 Stastny mentioned that varying options for pedestrian traffic are:shown throughout the Plan, ranging from trails to sidewalks. He talked about traffic concerns near the intersection of Washington Street and Sims way. He described possible improvements such as installing coordinated traffic signals, shifting the right- of--way, and creating more parking areas. Next, Mr. Stastny discussed the Plan's Design and Development Guidelines, and how they would help the Plan to r ma*n thematically consistent throughout. He clarified the concept o "markers,." M. Co we ion Discussion The Commission asked for a more detailed explanation of traffic flow off Kearney and ., i Washington Streets. Mr. Stastny responded, Mr. Rickard asked which traffic movements would be allowed to and from Washington Street if a traffic signal were installed at the intersection of Washington and Sires way. Further discussion followed. 1. . Mr. Tavernakis asked about the Mate's opinion on the proposed signal. He also asked about ferry holding traffic. ; Mr. Stastny and Mr. Hildt drew a distinction between the Plan's proposals, which the Commission was- being asked to adopt, and the Plan's Appendix, which is background information on which the flan is based. Ms. Erickson-asked for a traffic flow plan with arrows, which would show proposed new traffic movements off of Kearney rid Washington Streets. Mr. Hildt agreed to provide such a plan in the Commission's packets for the next Gateway Dearing on August 15, 1391. Mr. Tavernakis asked about the legality of City actions in connection with the Plan, such as street vacations. Mr. Rickard asked what the options were if the City and a property owner disagreed about land- f y 0 k use and traffic revisions. Mr. Hildt said that the City could cease its action, try to compromise, or condemn the property. Further discussion followed about the importance of recognizing and maintaining multiple alternatives. He said that he believed that implementation of the Plan{ would involve a sprit of cooperation. Mr. Tave akis expressed concern about the distance between the sign zone and the main right- of-way. He wondered whether monument signs might block drivers' views. He asked whether signage for neighboring businesses could be consolidated at the entryway to their shared business area. Discussion followed about sign visibility. Mr. Losec thanked everyone for corning. The meeting was concluded at 9:55 pm.
