Meeting of October 10, 1991
I. ROLL CALL
Chairperson Ron Kosec called the meeting to order at 7:35 p.m. other members present were
Karen Erickson, Bob Rickard and Mark welch. Also present was Assistant Planner Darlene
Bloomfield.
II. APPROVAL OF MINUTES: Minutes of September 26, 1991
Ms. Erickson moved to approve the minutes of September 26, 1991 as written. Mr. Rickard
seconded the motion. All were in favor.
III. COMMUNICATIONS:
A. Current mall -- none.
IV. OLD BUSI1 FSS:
A. Lot Line Adjustment Ordinance
1. Staff Review (Bloomfield)
IVIS. Bloomfield said the ordinance title should be changed to "Boundary Line Adjustment"" o
reflect that boundary lines, not ownership lines, are the subject of change.
Jinn Tavernakis entered the meeting at 7:39 p.m.
Ms; Bloomfield went on to present and discuss Draft three of the ordinance and the amendments
as recommended by City Attorney Keith Harper and staff.
Some discussion ensued regarding the requirement of having a licensed surveyor sign off on the
legal description but that a survey itself may not necessarily be required. Section 4.3 of the
draft ordnance was amended to read: 'The Planning Director may require a survey to be
prepared by a licensed land surveyor in order to ensure the accuracy of the new legal description
and drawings."

Ms. Erickson moved to recommend Draft three of the Boundary Dine Adjustment ordinance
with the amendments made by staff and the amendment to Section 4.3, stated above, lir.
Rickard seconded the motion. All were in favor; the motion carried.
B. Residential Care ordinance
1. Staff Review (Bloomfield)
Ms. Bloomfield reviewed the draft ordinance, draft Findings and Conclusions and amendments
recommended by City Attorney Keith Harper and staff.
A lengthy discussion ensued over whether the city could exclude some adult family homes,
specifically those whose clients are violent or are sexual predators and potentially dangerous to
the community. Ms. Bloomfield said she would ask Keith Harper to address this issue and
reseaurch it in state law.
The commission also asked who the regulating agency would be and how this agency would
regulate these hones. Ms. Bloomfield said she would ask Keith Harper to research this issue
as Drell.

Mr. Rickard moved to continue discussion of this draft ordinance to October 24, 1991, pending
the additional information that will be provided by staff. fir. Tavernais seconded the motion.
All were in favor; the motion carried.
C. Child Care ordinance
1. Staff Reviei (Bloomfield)
FIs. Bloomfield reviewed the draft ordinance, draft Findings of the Commission and amendments
proposed by City Attorney Keith Harper and staff.

Some discussion ensued over the requirement in the draft ordinance of having the day care area
exclusive and separate from one's regular residence during the hours of operation of the day
care.

Mr. Rickard moved to recommend the draft Child Care Ordinance and Findings of the
Commission with amendments made by staff.
Ms. Erickson seconded the motion but added that she would like staff to find out the state law
requirements of providing for an exclusive and separate area for the child care.
Roti was called and all were in favor.
