OLD SEWSS: Planned Unit Development 9108-03, Forest Park Before the discussion began, lr. T'avernakis offered to excuse himself top reserve the appearance of fairness if anyone wished him to. However, no one asked that he do so. L STAFF REPORT: Mr. Sepler introduced the application. He discussed the history o the previously proposed development, Island vista. He also explained that the applicant had submitted an environmental checklist, and that after review, the City had issued a mitigated determination of nonsigni j Darrell Greenwood spoke against the application. He said that the arrangement of the plat was a mistake in planning. He expressed concern that storm winds might tear off the roofs of condominium carport roofs. Janelle weyhmiller spoke against the application. She asked all opponents of the application to stand and identify themselves. She emphasized the need for a stoplight at Grant and Sires way, and for senior housing, Genie Tracy spoke against the application. She had concerns about traffic hazards for children. Felly Loftus Traenkenchuh spoke against the application. She described traffic studies that she had conducted. Torn wyrobeck spoke against the application. He expressed concern about inconsistencies in project studies, and about the effect the project would have on his property. Gary Schryver spoke against the application. Connie Johnson spoke against the application. Darrell Greenwood expressed concerns about the environmental sensitivity of the ravine near the site. Janelle weyhm' filler said that she preferred to have the landscaping 4ong the right-of-way done as a part of the Gateway project, rather than as part of a small, specific development. Roy Parkinson asked whether a City proposal to fel the ravine would take place if the Forest Park application was not passed. He also asked whether his tars would pay for any utility improvements. Felly Loftus Traenkenschuh said she was concerned about a change of ownership for Lot 24. Roby Robison said that he thought there were more efficient alternatives for utility hookups. Mr, Sepler offered to help interested persons obtain more detailed utility information from the Public works Department. CONOMTT REPORT: lir. Rickard examined alternatives for development, and concluded that the Forest Park application would not dratiallr increase neighborhood density. He said that according to the Gateway plan, Grant Street is a logical access point for the development. He suggested several mitigations. Mr. welch said that Port Townsend's blend of age groups is a positive thing, and that he would not he in favor of a neighborhood which catered to, a specific age group. Mr. Rickard asked about the time frame for City-initiated utilityimprove encs.
