Workshop Meeting of May 9, 1 991
I. ROLL CALL
Chair Ron Kosec called the meeting to order at 7 : 30 p,m. Other
members present were Sally McDole, Jim Roberts, Karen Erickson,
Lois* Sherwood, and Alan Carman,

. x A. Revised Draft Gateway Plan Presentation
I. Staff Presentation and Review (Dave Robison)
Mr. Robison reviewed access and traffic options In the Gateway
plan. Main points included consolidation of access and plans for
acquirement of property in implementation of the plan. He also
introduced Mike Cunneen of Iittelson & Associates, Traffic
Consultants for the Gateway Plan, Robison discussed each
property's access considerations down the Gateway corridor, with
comments interspersed by Mr. Cunneen,
The commission asked Mr. Robison about Traff is Safety Improvements.
Cunneen discussed the provision for the bus stop, and talked
about the problems currently associated with school bus stops.
A discussion ensued over Castle Hill alignment.
Nis. Erickson asked Mr. Robison if the State is updated on the
changes that the City is considering in the Plan, for their input
and information.
Mr. Robison said that next geek he is planning a meeting with
Olympia. He said that right now, the State does not allow a
(unclear) right-of-way, and that the City is trying to get them to
dedicate that jurisdiction to then.
B. Arterial. Streets Update
Mr. Sepler reviewed new developments in Arterial. Streets Plan,
He updated the commission on traffic counts done, and on the impact
of development on transportation in the future. He said that
research has led the planning department to the conclusion that the
City's current road system is inadequate, He then outlined two
conclusions, The first is that all collector- '' roads (Washington,
'IF" Street, Redwood) are functioning at arterial level. The second
conclusion was that the options to service development 'n some of
the outlying districts with existing right of ways is rapidly
diminishing.
He then discussed collector upgrades to arterials, Roads upgraded
to arterials would be eligible for federal funding that would allow
them to accommodate pedestrian and bicycle traffic when they are
rebuilt. He said that upgrading to an arterial did not mean that
the road surface would have to be widened in most oases, but the
surface would have to be improved to accommodate the greater loads.
He said that they had come to the conclusion that a Comprehensive
Plan amendment may be the best solution, and that the Council
should be briefed because it may involve acquisition.
Mr. Sepler handed out maps that show the three levels of change in
streets: existing arterials, existing collectors functioning as
arterials, and proposed arterials.
Mr. Sepler said that an interim control ordinaince is being drafted
that states that on the sides of a proposed development, there
should be an allowance for a 200 foot right-of-way. For individual
builders, there will be a variance procedure.
The second proposal is to do nothing right now,
Another alternative is to develop a group of p lici s- o deal with
road growth. For example, property swaps on asite-by-site basis
with undeveloped roads,

Mr. Sepler showed overlay maps showing sewer lines, current
arterials and proposed arterials.

Mr. Robison platted lots, water lines and their ties to population
size. He said that if everything was built-out to the average
household size of 2 . 5 people per house, and an average of 4 houses
per acre were built, minus Soo acres for sensitive areas, the City
of Port Townsend could accommodate a population of 35, 000 people.
3 . Growth Management Act

Mr. Robison said that water is big driver of population
size, and then went on to discuss the Growth Management Act,
HB2929, He told the Commission that they should have in their
packets a publication titled "Protected Resource" Lands and Critical
Areas" and "Continuing surveys in Public Education" , He said that
one of the main problems in Growth Management was determining the
Urban Growth boundaries. He listed some of the components that the
City has to bring together within the next 2 years. He mentioned
that the Gateway Plan, the Urban Waterfront Flan, and the potential
of Point Hudson to be a plan are components of the larger, Growth
Management Plan.
A discussion ensued over identifying the City's critical areas,
including wetlands, and the challenges this presents.
V, NEW BUSINESS
Rick sepler introduced the Summary short Plat Text Amendment. He
said the review will be performed by the Planning Department and
not the Public Works Director,

The Commissioners had a brief discussion on upcoming projects.

Dear Mayor Sir ley,
My attendance at the April 11th City Planning Commission meeting caused
e some concern which l would like to express at this time. I must tell
you that I speak From a position of little knowledge about the subject
matter, but sometimes a person coming in fresh and uninformed can point
out t things which might b helpful. 1 hope that' s the case.
I was upset to hear applications being scheduled for September - the first
available time. That's a long time to have peoples lives being put on
hold and most of these decisions are critical to people.
My first reaction was that the Planning Commission needs to have two
Hearing meetings a month and schedule the Workshop meetings for third
group.

The only other suggestion I can cone up with is that with the adequate
staff we now have in the City Planning Department that more of the simple
items such as the annual Conditional Use Review of a Bed and Breakfast
have notification of adjacent property owners, but if there is no problem,
let this be a staff procedure.
The problem is that the public wonders why we have so many on plannin
staff and x t reasonable to have two Planning Com �ss,zons each
?eople's plans are put on hoid for months and months. I don t

One other item 'd like to make note o . . . . three of the members of the
Planning Commission present when the Planning Staff made the Gateway
Update own property in the Gateway area discussed. 'Maybe that doesn' t
matter, but if property owners are helped financially to enhance their

property which lies in theGateway Project area, that might
questions b the ubilc and therefore hurt the Gateway ay Project itself.

Subject: Growth Management Act assistance
As you no doubt are acre, public involvement is an essential, indeed
mandated, aspect of "House Bill 2929" Growth Management legislation and i
described in Section 14. (Chapter 365-190 WAC, Minimum Guidelines to
Classify Agricultural, Forest, Mineral Lands and critical Areas, also
emphasizes public participation: Part Three 2 ai -- New Section VBAC
365-190-0409 Process: "Public participation should include at a minimum&
landowners; representataives of agriculture, forestry, mining, business',
environmental and community groups; tribal governments; representatives of
adjacent counties and cities; and state agencies. The public participation
program should include early and timely public notice of pending designations
and regulations."
Since the Olympic Environmental Council comprises members from a variety of
organizations with concerns related to growth management, the Council has
asked me to write to you. The membership grants to obtain information .from
you about the process you are using or intend to use! to ensure broadbased
public involvement. Then, our organization can share it with OEC member
whose organizations are in your area.
I will appreciate receiving information from you as soon .as possible so our
organization can be as effective as possible in contributing to the important
growth management process. With the deadlines for some of this process i
occurring as early as September 1, 1991, we have no time to lose.
We will look forward to working with you.
