Present were Alan Carman, Karen Erickson, Ron Kosec, Sally McDole, and Jinn Roberts. Also present was staff member Darlene Bloomfield. 11. APPROVAL OF TES: Ms. Erickson moved to approve the minutes of June 13 1991, as written. Mr. Carman seconded the motion. All were in favor. M. Co CA TIoN ; Commission members received draft ordinances for the proposed Administrative Authority Ordinance (drafts A,, B and Q, and the proposed Street vendor Ordinance. Iv, OLD BUSEWSS A. ROBERT FORCE,, VARIANCE APPLICATION 9102-03 . 1. STAFF REVEEW: Darlene Bloomfield described the Force's property, and the situation of the structure in question. She explained that it is a legal nonconforming garage which has less than the required setbacks. Ms. Bloomfield reported that the structure is not detrimental to the neighborhood, and she recommended granting the variance. 2. PUBLIC TESTIMONY Jeannette Force gave public testimony. She asked for the variance, and expressed willingness to cooperate with the Planning Commission. . COMWME REPORT: Mr. Carman agreed with Ms. Bloomfield"s report. He moved to recommend the adoption of those Findings and Conclusions to City Council, with the modification of Conclusion #6 to read, "The Planning Commission recommends that City Council approve..." Ms. Erickson seconded the motion. 4. FIl DINGS & CONCLUSIONS: Roll was called and all were in favor. B. JOSEPHINE REYNOLDS, CONDITIONAL USE PERMIT APPLICATION 9104-07. 1. STAFF REVIEW: Ms. Bloomfield explained that the applicant had previously wanted to start a bed & breakfast accommodation, and was given permission, but her permit expired. Ms. Bloomfield described the location, setup, and parking for the proposed bed & breakfast inn. She concluded that the proposed use would not be injurious to the neighborhood, and recommended granting the application as conditioned. r,r Some discussion followed about the ratio of bed & breakfast rooms to parting spaces. 1. PUBLIC TESTIMONY: Josephine Reynolds explained her reasons for wantingto use her p residence as a bed & breakfast inn. .
