MINUTES OF THE WORKSHOP MEETING OF JULY 7, 2014
CALL TO ORDER AND ROLL CALL
The Port Townsend City Council met in workshop setting on July 7, 2014 in the
Council Chambers at 540 Water Street. Mayor David King called the meeting
to order at 8:46 p.m.
Councilmembers present were Pamela Adams, Robert Gray, David King, Kris
Nelson, Catharine Robinson, Michelle Sandoval, and Deborah Stinson.
Staff members present were City Manager David Timmons, City Attorney John
Watts, Public Services Director Rick Sepler, Public Works Director Ken Clow,
City Engineer David Peterson, Finance Director Nora Mitchell, and City Clerk
Joanna Sanders.
2015-2010 SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM
Public Works Director Ken Clow presented the updates to the Transportation
Improvement Plan (TIP) reflecting Council priorities and projects over the last
several years. He reminded that projects have to be listed to be eligible for
funding, but project ranking is not significant. The only changes from last
year are the reversal of items four and five.
Council questions were about improvements for areas listed in the plan. There
was also an explanation and brief discussion about Mill Road improvements.
Council requested that a list of the abbreviations used in the plan be included
in the agenda packet for next week.
TRANSPORTATION BENEFIT DISTRICT
Mr. Timmons reviewed the trend by other jurisdictions to create and legally
establish benefit districts but then wait for funding to be
appropriated through federal and state legislative actions. He reviewed the
structure for this separate taxing district and noted one of Council's priorities
was to address long-term transportation funding. There was some discussion
about the functioning of the transportation benefit district.
POSSIBLE LAND USE CODE AMENDMENTS RELATED TO MEDICAL AND
RECREATIONAL (1-502) MARIJUANA
Senior Planner John McDonagh reviewed materials provided in the packet and
gave a briefing clarifying the different rules applying to recreational and medical
marijuana. He reviewed interim controls currently in place through Ordinances

3094 and Ordinance 3103. Mr. McDonagh then reviewed Planning
Commission recommendations and noted a public hearing on the proposed
code amendments is scheduled for July 14.
Council questions centered on parking issues from commercial collectives and
about buffers on non-commercial collective gardens. There was concern
expressed about the County allowing retail and processing in rural areas. Mr.
McDonagh explained exceptions related to registering non-commercial
collective gardens and said for the public hearing staff would likely be
offering alternative language to address neighborhood impacts and
enforcement.
