AN ORDINANCE APPROPRIATING THE SUM
OF $158,OOO TO THE CURRENT EXPENSE
FUND, $30,525 TO THE LIBRARY FUND,
$20,234 TO THE PARK FUND, $50,000
TO THE WATER-SEWER FUND, $71,139 TO
THE 1956 TRANSMISSION LINE REPLACE-
MENT FUND, MAKING FINDINGS, AND
DECLARING AN EMERGENCY.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE
1987 BUDGET FOR THE CITY, MAKES THE FOLLOWING FINDINGS OF FACT:
A) On August 15, 1987, need was established for city funds to be spent
on design work for a SeniOr/Community Center.
B) On September 15, 1987, a need was established for additional funds
for travel by the Mayor and Council.
C) On September 15, 1987, the Council adopted Ordinance No. 2084 author-
izing an interfund loan from the Water-Sewer Fund to the Library Fund
needed because of a lack of immediate cash.
D) On Sepetmber 15, 1987, the council adopted Ordinance No. 2085 author-
izing an interfund loan from the Water-Sewer Fund to the Park Fund needed
because of a lack of immediate cash.
E) Additional funds were needed to pay the city's share of the primary
and general eleCtion.
F) AdditiOnal funds were needed to secure evidence in the Police Depart-
ment.
G) Additional funds were needed to pay for garbage services and related
taxes because of increase in demand for services and increased dump fees.
H) Emergency repairs to the water transmission line were necessary because
of a landslide.
I) Additional funds are needed to control litter and encourage recycling
as the result of the city's acceptance of a grant from the Department of
Ecology which will reimburse the city for 1987 expenses during 1988.
J) The foregoing emergencies were not reasonably foreseeable at the time
of filing of the city's preliminary budget and requires expenditure of
money not provided for in the annual budget for 1987.
THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEMBLED,
DO ORDAIN AS FOLLOWS:
Section 1) The sum of ONE HUNDRED FIFTY EIGHT THOUSAND DOLLARS ($158,000)
is here and hereby appropriated as a supplement to the 1987 budget for the
City of Port Townsend in the CUrrent Expense Fund to increase the travel
appropriation for the Mayor and Council ($2,000), to begin design work on
a proposed Senior/Community Center ($2,500), to pay JeffersOn County for
C~Q~~l~ctions ($~3,SO~)~, to pay for evidence secured b~h~'Pol~c~e ..............
Department ($5,000), to pay for the increased cost of garbage service
($1OO,0OO) and related utility taxes ($20,000) and to control litter and
promote recycling ($15,000) as detailed in Exhibit "A" attached hereto as
though fully set forth herein from contingency fundS ($38,000) and charges
for garbage services ($120,OOO).
Section 2) The sum of THIRTY THOUSAND FIVE HUNDRED TWENTY FIVE DOLLARS
($30,525) is here and hereby appropriated as a supplement to the 1987 ~
budget for the City of Port Townsend in the Library Fund to provide for
repayment of an interfund loan from the Water-Sewer Fund out of taxes
received ($30,000) alon with interest expenses ($525) by reducing building
maintenance appororiations.

Section 3) The sum of TWENTY THOUSAND TWO HUNDRED THIRTY FOUR DOLLARS
($20,234)' is here and herby appropriated as a supplement to the 1987
budget for the City of Port Townsend in the Park Fund to provide for
repayment of an interfund loan from the Water-Sewer Fund out of taxes
received ($20,000) along with interest expenses ($234) by reducing funds
appropriated for retirement.
Section 4) The sum of FIFTY THOUSAND DOLLARS ($50,000) is here and hereby
appropriated as a supplement to the 1987 budget for the City of Port
Townsend in the Water-Sewer Fund to provide interfund loans to the
Library and Park Funds.
Section 5) The sum of SEVENTY ONE THOUSAND ONE HUNDRED THIRTY NINE
DOLLARS ($71,139) is here and hereby appropriated as a supplement to
the 1987 budget for the City of Port Townsend in the 1956 Transmission
Line Replacement Fund to finance emergency repair caused by a landslide.
Section 6) There is here and hereby found and declared to be an emergency
requiring the aforegoing appropriations to the said 1987 budget of the
City of Port Townsend.
Section 7) This ordinance shall take effect upon its passage, approval,
and publication in the form and manner provided by law.
Read for the first time November 17, 1987. Read for the second and third
times, passed by the council and approved by the Mayor on December 1, 1987.
