Question 1: Clarifying Delivery Times: "Since these are NFA items and require ATF approval, 1 have questions on delivery times since it is really out of our hands." Answer: Please provide the delivery time once ATF approval has been received. Question 2:Allowable Substitution: The City was asked to consider the Battle Rifle's model DDm4v7 as an acceptable substitution for the Daniel Defense M4V7S. It was not considered an allowable substitution. (See attached memo) MEMORANDUM TO; File FIROW Michael Evans, Port Townsend Police Chief DATE; February 21,2017 SUBJ: Request for Substitution of Daniel Defense Rifle I requested that the department's firearms instrvotor and armorer, Jeremy Vergin, evaluate Battle Rifle's model DDm4v7 as an acceptable substitution for the Daniel Defense M4V7S, Officer Vergin's conclusion is as follows. 'The 00,M4V7s was selected mused on a)or)g fist ofspecifirations some of those that are not present with this rifte submitted are:, M-Lok ottachment system on theforfend rail, Quick Oetach Sling Mounts W the rear oaf the receiver and at the fore rand rear of the handguord. Yhe barrel is not hart merforged as in the requested model and the clearance from the end'of the rallsystem to the fiashhider(may not)have Sufficient cleararwe,for direct threat muzzle attachment of some suppressors, 'rhe sights pictured are moypul m•bu5 aod nor the Daniel Defense rock and lock, which were specifically selected for their ease of ad'justrrylent yet they are difficult to inadvertently adjust during field use. Based on Officer Vergin's review I conclude as follows: 1!.that the proposed substitute for the barrel doles not meet the City's requirement for durability, 2,that the proposed substitute's single-point sling adapter does not meet the City's requirement for flexibility shown by the DDR's quick deach sling mounts-, I that the proposed substitute sights do not meet the City's requirements for ease of adjustment. The City will not consider the Battle Rifle's model DDm4v7 an allowable substitution for the Daniel Defense M4V7S,
