HomeMy WebLinkAbout2016-06-01 Public Hearing - Hearing Examiner Trinity United Methodist Church Conditional Use Permit and Minor Variance Application LUP15-001 and Conditional Use Permit Height Variance and Critical Area Waiver LUP125-041 NOTICE OF PUBLIC HEARINGS Trinity United Methodist Church Conditional Use Permit, Major and Minor Variance applications File No. LUP15-001 and Verizon Wireless Personal Wireless Facilities Installation Conditional Use, Height Variance and Critical Area Waiver applications File No. LUP15-041 On Monday, June 13, 2016, the Port Townsend Hearing Examiner will hold two (2) open-record public hearings to consider the above referenced applications. A more complete description of each project is provided below. The first public hearing (LUP15-041) will begin at or about 1:30 p.m. with the second (LUP15-001) beginning at or about 2:15 p.m. Both hearings will take place in the City Council Chambers, located at 540 Water Street, Port Townsend, WA. A copy of the application and all other related documents are available for review in the public inspection files maintained by the Development Services Department (DSD), located on the 3rd floor, 250 Madison Street, Suite 301. All interested persons may appear at the hearing and provide oral or written testimony. Public Hearing 91. To begin at or about 1:30 p.m. LUP15-041, Verizon Wireless: The proposal consolidates a Personnel Wireless Service Facility and Conditional Use Permit (CUP) application with a height Variance request of 7-feet. Also consolidated with the request is a Critical Area waiver which relates to the Aquifer Recharge designation of the site. The completed project consists of a 3-sector panel antenna array that would be camouflaged within a roughly 15'x15' enclosure for its location atop the Port Townsend City Hall. Ground-based support equipment for the facility would be placed within a fenced enclosure on adjacent land owned by the American Legion Post 426. Agent: Angela Raymond on behalf of Verizon Wireless Centerline Solutions 733 7th Ave., 9209 Kirkland, WA 98033 Location/Legal Description: The proposal involves two separately owned properties: 250 Madison Street, atop the 2006 addition to City Hall, and 209 Monroe Street, at ground level to northwest of the American Legion Hall, both of which are located in Port Townsend, WA. The Jefferson County tax parcel numbers associated with the site are 989-7041-403 (City Hall) and 989-704-401 (American Legion), all lying within Section 1, Township 30 North, Range 1 East, W.M. Public Hearing 92. To begin at or about 2:15 p.m. LUP15-001, Trinity United Methodist Church (TUNIC) Fellowship Hall Project. Conditional Use Permit (CUP) approval to allow removal of a series of 1940's-era church additions, totaling approximately 1,300 sq. ft., and their replacement with a new 2,000 sq. ft. Fellowship Hall. A 9' x 11' detached garden shed is also planned east of the new Fellowship Hall. Consolidated with the CUP application are two (2) associated Major Variance and one (1) Minor Variance requests. One Major Variance would allow lot coverage for the entire Trinity site to exceed what is normally allowed by the underlying R-II zone. The other Major Variance would grant Trinity relief from all on-site parking requirements. The Minor Variance involves a 2' setback reduction request which, if approved, would allow the new construction to be built 8' from Taylor Street rather than the 10' normally required. Agent: Bill Brock 1738 Clay Street Port Townsend, WA 98368 Location/Legal Description: The address for the Trinity Methodist church itself is 609 Taylor Street; however, the church also owns an adjoining single-family residence at 824 Clay Street. As part of this request, both properties are being considered as a single site containing a total of 13,420 sq. ft. An abbreviated legal description for the entire Trinity site is Lots 3 (portion of), 5 and 7, Block 137 of the Original Townsite to the City of Port Townsend.
