PLANNING COMMISSION HEARING&
DETERMINATION OF NONSIGNIFICANCE (DNS)
YEAR 2016 GMA PERIODIC UPDATE TO THE COMPREHENSIVE PLAN &
DEVELOPMENT REGULATIONS
What is this about? This notice is to inform you of an upcoming hearing before the
Planning Commission and an opportunity to comment on the associated environmental review
for the following proposal:
2016 Growth Management Act Periodic Update. The proposed action is the adoption of
updates to the City of Port Townsend Comprehensive Plan and development regulations necessary
to comply with the Growth Management Act(GMA)periodic update requirement
(RCW36.70A.130). On November 16, 2016, Council adopted Resolution 15-042 setting the
Final Docket identifying proposed mandatory and optional amendments.
Mandatory updates include but are not limited to: Amendments to reflect a consistent population
projection throughout the plan;updated inventories, forecasts and anticipated needs;updated
funding capabilities and finance plan;provisions for temporary encampments for the homeless;
level of service updates;permitting electric vehicle battery charging stations; timelines for
approval and disapproval of preliminary plats.
Optional amendments include but are not limited to: housekeeping items; updates to begin
incorporating community resiliency concepts throughout the Comprehensive Plan;
amendments to promote and encourage affordable housing and a wider range of housing
types; amendments to parking policies as a means to support affordable housing/non-
motorized transportation/transit; amendments promoting local food production as an
economic strategy; a revised definition for conference center; and amendments fostering
economic development in the Howard Street Corridor.

When is the Hearing?
On June 9, 2016, at or about 6:30 p.m., the City of Port Townsend Planning Commission
will hold an open record public hearing to consider the 2016 Growth Management Act Periodic
Update including intent to amend the comprehensive and implementing regulations. The public
hearing will take place in Council Chambers, City Hall, 540 Water Street,Port Townsend.
Upon close of the hearing, the Planning Commission will deliberate and form findings, conclusions
and a recommendation to be forwarded to City Council for final decision.
Where can I review the documents under consideration? The 2016 GMA Periodic Update
file is available for inspection at no cost at the City of Port Townsend Planning Department
(Third Floor) at 250 Madison Street, Port Townsend during regular business hours (8AM-5PM
Monday-Friday). Planning Commission packets are also made available online at
http://www.cityofpt.us/video.htm approximately one week prior to a scheduled meeting.
How do I comment on the proposed amendments? All interested parties may appear at the hearing
and provide oral or written testimony. Written comments may be submitted in advance of the hearing
and should be directed to the City Clerk, 250 Madison Street, Suite 2,Port Townsend, WA 98368.
Environmental Review
As part of the requirement for adopting the Periodic Update, the City has conducted an
environmental review as required by the State Environmental Policy Act ("SEPA") and
has issued a Determination of Non-Significance (DNS). The City of Port Townsend,
acting as lead agency, for this proposal has determined that the Periodic Update does not
have a probable significant adverse impact on the environment. An environmental
impact statement (EIS)is not required under RCW 43.21C.030 (2) (c). This decision was
made after review of a completed environmental checklist and other information on file
with the lead agency. This information is available to the public on request. This DNS is
issued under 197-11-340(2). The City will not act on this proposal for 15 days from the
date of issuance below.
Where can I review the environmental analysis? A copy of the DNS for the 2016 GMA
Periodic Update is available for inspection at no cost at the City of Port Townsend Planning
Department (Third Floor) at 250 Madison Street, Port Townsend during regular business hours
(8AM-5PM Monday-Friday).
When are comments due? The Comment/Appeal Period for the DNS Expires: 4:00 PM,
June 8, 2016. If you wish to address the adequacy of the SEPA review, please submit comments
to Judy Surber, Planning Manager at the address below.
