HomeMy WebLinkAbout2015-07-28 Public Hearing before Hearing Examiner - Port of Port Townsend and Lincoln Beach (LUP15-037 and LUP14-025) NOTICE OF PUBLIC HEARINGS Port of Port Townsend Boat Ramp addition/repair Shoreline Substantial Development application File No. LUP15-037 and Lincoln Beach 2012 Emergency Shoreline Repair Work Shoreline Substantial Development, Conditional Use, application File No. LUP14-025 On Tuesday, July 28, 2015, the Port Townsend Hearing Examiner will hold two (2) open- record public hearings to consider the above referenced applications. A more complete description of each project is provided below. The first public hearing (LUP15-037) will begin at or about 1 p.m. with the second (LUP14-025) beginning at or about 1:30 p.m. Both hearings will take place in the City Council Chambers, located at 540 Water Street, Port Townsend, WA. A copy of the application and all other related documents are available for review in the public inspection files maintained by the Development Services Department (DSD), located on the 3rd floor, 250 Madison Street, Suite 3. All interested persons may appear at the hearing and provide oral or written testimony. Public Hearing 91. To begin at or about 1 p.m. LUP15-037, Port of Port Townsend Boat Haven boat ramp addition/repair: This project involves construction of a small(18'wide)concrete recreational boat launch ramp,together with a series of associated improvements. The new 140'long ramp will be made of pre-cast concrete panels installed adjacent to and parallel with an existing 18'wide concrete boat ramp operated by the Port of Port Townsend("Port")at its Boat Haven Marina. In concert with the new work,the existing boat ramp will be extended by approximately 13'feet to match the proposed new ramp length. Excavation both above and below the Mean Higher High Water (MHHW) mark would be performed to accommodate the new ramp construction. New riprap as scour protection would be placed to surround the end of the new ramp with a concurrent repair/addition of scour protection placed to surround the existing ramp extension. Between the 2 ramps,the completed project would install a series of seven(7)6'wide grated floats that will be anchored via four (4) new galvanized steel piles. The project also includes construction of new steel sheetpile walls,and a new concrete retaining wall and abutment. As part of the Shoreline Master Program (SMP) permitting, this review will also analyze the project for conformance with adopted Critical Area regulations. NW 1/4 of Section 11, Township 30N, Range 1 West, in Jefferson County. The Jefferson County tax parcel number is 989-700-806. Public Hearing 92. To begin at or about 1:30 p.m. LUP14-025, Lincoln Beach 2012 Emergency Shoreline Repair Work: This request involves retroactive Shoreline Master Program(SMP)permitting of a 2012 emergency construction project where approximately 300' of rip-rap shoreline armoring(2-3 man rock) was installed to protect homes that were in imminent danger due to a combined high tide and severe winter storm event. In addition to the SMP permitting, this review will also analyze the project for conformance with adopted Critical Area regulations. Addresses for the three (3)private properties involved are 220 and 227 Lincoln Beach Street and 3 Lincoln Beach Road, all in Port Townsend, WA. A portion of the remedial permitting project involves a 73' wide section of the Lawrence Street right-of-way. Jefferson County tax parcel numbers associated with the site are 001-012-005, 001-012-017 and 968-000-003, & 000-000-210.
