FOR THE
CITY OF PORT TOWNSEND
SITE WORK AND OFFSITE UTILITIES
Sealed bids for construction of the Port Townsend Water Treatment Facility(WTF) Site Work and Offsite
Utilities will be received by the City Clerk,City of Port Townsend,until 2:00 PM local time,on the 2nd of
July,2015,at which time the bids will be opened and publicly read. Bids may be delivered to 250 Madison
Street, Suite 2,Port Townsend,WA 98368 or mailed to,City Clerk,250 Madison Street, Suite 2,Port
Townsend,WA 98368. Proposals received after the time fixed for opening will not be considered.
This project generally consists of:
A.Clearing the utility corridor and WTF/Reservoir site.
B.Trail installation and temporary haul road.
C.Site filling and grading the WTF/Reservoir site
D.Widening 20"'Street near Howard
E.Construction of stormwater facilities
F. Construct 2,7001f of 10-inch water main including connections
G.Construct 2,7001f of 8-inch sanitary sewer
H.Construct 3,2001f of electrical duct bank and vault
L Coordination with the WTF contractor
Existing City water mains,two water tanks,and a water quality monitoring station adjacent to construction
must remain operational
This project is funded in part by the Washington State Department of Commerce Drinking Water Stave
Revolving Fund and,as such,federal and state contracting provisions apply including Davis-Bacon wage
rates,Disadvantaged Business Enterprise(DBE)goals,and Buy American requirements.
The Contractor information packages should be submitted under seal and marked "CONFIDENTIAL" to
City Clerk of the City of Port Townsend, 250 Madison Street, Suite 2,Port Townsend, WA 98368, on or
before the 2nd day of July,2015,until the hour of 2:00 o'clockp.m.,local time. The bidder is warned that
next day parcel delivery does not guarantee that bids will be delivered on time to Port Townsend. The
responsible bidder information submitted by Prospective Bidders is not public record and is not open to
public inspection. All information provided will be kept confidential to the extent permitted by law,
although the contents may be disclosed to third parties for the purpose of verification, investigation of
substantial allegations,and in the process of an appeal hearing.
Complete sets of the Bidding Documents are available in electronic format on the Builders Exchange web
site. Plans,specifications,addenda,bidders list,and plan holders list for the Project are available through
the City of Port Townsend on-line plan room on the Builders Exchange website. Free of charge access is
provided to Prime Bidders, Subcontractors,and Vendors by going to hqp://bxwa.com and clicking on
"Posted Projects", "Public Works", "City of Port Townsend",and"Projects Bidding". Bidders are
encouraged to register in order to receive automatic email notification of future addenda and to place

Informational copies of the plans and specifications are on file for inspection in the office of the City
Engineer,City Hall,250 Madison Street, Suite 2R,Port Townsend,WA 98368.
All bid proposals shall be accompanied by a bid proposal deposit in cash,certified check,cashier's check,
or surety bond in an amount equal to five percent(5%)of the amount of such bid proposal. Should the
successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time
stated in the specifications,the bid proposal deposit shall be forfeited to the City of Port Townsend.
A pre-bid meeting and site tour is planned for 10:00 o'clock a.m., June 18,2015 at the project site,2807
201h Street,Port Townsend,Washington,98368. Project representatives will be present to discuss the
Project. A record of Addenda will post on the Builders Exchange website in response to questions arising
at the conference. Oral statements may not be relied upon and will not be binding or legally effective.
No other site visit(s)will be scheduled.

or in the bid opening. No bidder may withdraw their proposal after the hours set for the opening thereof
