HomeMy WebLinkAbout2117 Supplemental Budget AppropriationsORDINANCE NO. 2117 AN ORDINANCE APPROPRIATING THE SUM OF $2,790 TO THE CURRENT EXPENSE FUND, $4,247 TO THE HOTEL-MOTEL TRANSIENT TAX FUND, $97,943 TO THE LIMITED TAX GENERAL OBLIGATION BOND REDEMPTION FUND, $621,365 TO THE FIRE EQUIPMENT CONSTRUCTION FUND, $40,000 TO THE WATER-SEWER FUND, MAKING FINDINGS, AND DECLARING AN EMERGENCY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, UPON REVIEW OF THE 1988 BUDGET FOR THE CITY, MAKES THE FOLLOWING FINDINGS OF FACT: A. On September 15, 1987, the voters approved a proposition to increase the city s regular property tax levy in excess of the 106% levy limi- tation beginning in 1988. B. On February 2, 1988 the council awarded the bid for the purchase of two fire trucks, C.On June 7, 1988, the council approved Ordinance No. 2116 establishing the Fire Equipment Construction Fund and the Limited Tax General Obligation Bond Redemption Fund. D. On June 7, 1988, the council approved the purchase of a heat pump to service the conference center at the Spring Valley Golf Course clubhouse. E. On June 21, 1988, the council awarded the bid for construction of a new Water Department Shop. F. On June 23, 1988, the city received proceeds for the sale of Limited Tax General Obligation Bonds. G. On July 5, 1988, the council awarded the bid for equipment to furnish the new fire trucks. H. On July 19, 1988, the council accepted a grant from the Department of Ecology for the purchase of additional trash cans. I. The foregoing emergencies were not reasonably foreseeable at the time of filing of the city s preliminary budget and require expenditure of money not provided for in the annual budget for 1988. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, IN REGULAR SESSION ASSEM- BLED, DOES ORDAIN AS FOLLOWS: Section 1) The sum of TWO THOUSAND SEVEN HUNDRED AND NINTY DOLLARS ($2,7907 is here and hereby appropriated as a supplement to the 1988 budget for the City of Port Townsend in the Current Expense Fund to pay for the purchase and installation of additional trash cans as detailed in Exhibit "A" attached hereto as though fully setforth herein to be fi- nanced by State Grant and increases in garbage collection fees. Ordinance No. 2117 Page 2 Section 2) The Sum of FOUR THOUSAND TWO HUNDRED AND FORTY SEVEN DOLLARS ($4,247) in here and hereby appropriated as a supplement to the 1988 budget for the City of Port Townsend in the Hotel-Motel Transient Tax Fund to purchase a heat pump for the conference center at the Spring Valley Golf Course clubhouse from unappropriated ending fund balance. Section 3) The sum of NINTY SEVEN THOUSAND NINE HUNDRED FORTY THREE DOLLARS ($97,943) is here and hereby appropriated as a supplement to the 1988 budget for the City of Port Townsend in the Limited Tax General Obligation Bond Redemption Fund to redeem bonds and pay interest on bonds from property tax collections. Section 4) The sum fo SIX HUNDRED TWENTY ONE THOUSAND THREE HUNDRED AND SIXTY-FIVE DOLLARS ($621,365) is here and hereby appropriated as a supplement to the 1988 budget for the City of Port Townsend in the Fire Equipment Construction Fund to purchase two fully equiped fire- trucks and pay the cost of issuing the bonds as detailed in Exhibit "A" attached hereto as though fully setforth herein to be financed by Proceeds from the sale of bonds and interest income. Section 5) The sum of FORTY THOUSAND DOLLARS ($40,000) is here and hereby appropriated as a supplement to the 1988 budget for the City of Port Townsend in the Water-Sewer Fund to finance the construction of a new Water Department Shop by reducing unappropriated ending fund balance. Section 6) There is here and hereby found and declared to be an emer- gency requiring the aforegoing appropriations to the 1988 budget for the City of Port Townsend. Section 7) This ordinance shall take effect upon its passage, approval, and publication in the form and manner provided by law. Read for the first time August 2, 1988. Read for the second and third times, passed by the council and approved by the Mayor on August 16, 1988.
