Minutes of Library Board Meeting
Sept. 26, 1968
0 The regular monthly meeting of the Yublia Library Board of Trustees
was held in the Board room of the library at 7:30 P.M. September 26, 1968
Those attending were:
Chairman -Neil Potthoff
Mrs. Grist
Dr. Chuljian
George Nichols
Madge Wallin, Librarian
Don Hoglund, Chairman of
of the City
the Finance Committee
Council
The meeting was called to order by Mr. Potthoff.
In the absence of the Secretary, Mrs. Hunt, reading of the minutes of the
previous meeting was omitted.
Librarian's report for the month of September was read and the statistical
report for the month of August was also read.
Mrs. Wallin's report prop ed two questions for discussion, namely:
1. The meeting OF the Men's Garden Club in the library on the third
Wednesday evening of the month.
2. Cutting the vines around the windows before painting.
r. Nichols was not is favor of the opening of the library for groups at a
,slime when the library is sot open to the general public. Some discussion
followed regarding the policy and Mrs. Crist moved that the subject be
tabled for later discussion.
Mrs. Wallin said that she had not been successful to date in getting anyone
to remove the vines from the windows before Mr. Kilham painted the exterior

arrival at 8:00 Y.M. at which time he discussed the reasons behind the pro-
sed cuts in the budget.

Mr. Hoglund stated that the Mayor had cut the millage from 3 to 2.5 mills
from the library budget due to increases asked in other areas, particularly
the police budget.
He further stated that the police department had joined an organization that
required additional help on the force, par increases, change in time off for
the.staff &Ad that the city was committed to comply.
The 2.5 tillage would not be adequate to cover the 1969 budget, but the
balance of funds would be drawn from bbe,reserve library fund. There was
a discussion about this, as the fund we had hoped to draw on for the planned
entrance would have to be tapped for some of the fiscal 1969 operating budget,
.Mr. Hoglund seem to feel that a capital outlay could be asked for after the
first of the year for this work.
Mr. Hoglund stated that he felt that he spoke for the entire council when he
praised the library board and staffin the manner in which the library was
being administered, but that the Mayor felt i, view of the hours that% the

kibrary was open to the public, that the amounts stated in the proposed
udget to the City Council were adequate for the operation of the library.
Mrs. Wallin asked if it were possible for the Council to transfer funds
within the total budget, for instance the amount being set aside for street
development and the City Hall facility. Mr. Hoglund answered that there
was some question about the setting aside of $20,000 for work to be done
at some time in the future.
There being no further business to come before the board, the meeting
adJourned.
