Minutes
April 28, 1987
Called to order at 7 :15 pm. Signed vouchers.
Minutes were read; corrected, and approved.
PERSONNEL COMMITTEE: Salary scale: proposed based on steps. One year steps
after one year service. Also to establish base rates. For
1988, $17,000 requested.
Sidle recommended conferring with City Finance Committee, before
budget process, to get into a realistic position.
Discussion: ratio of personnel to other costs. In 1987 there were
cutbacks in several categories. Average is 60 -70% personnel cost.
..Discussion: getting book funds from sources other than city.
Suggested that a yearly increase of 10•% from present scale, for
long -range catch -up, might be easier to get.
Agreey.: to propose base and step figures; and to have other
methods ready, for backup.
Motion: 1. to get in touch with Finance Comm. by letter, ASAP. 2. to
propose to begin using step scale. 3. To prepare justification
for step scale.
Barbara - question of time frame for reaction and reply from Council.
Board, not Staff, will meet with Finance Comm, and Library Comm.
Board (Library) will consider budget in May.
Grant Request - packet given to membergg Desirable for Board Member to be
at award ceremony June 11 in Yakima. Discussion of matching funds
and other matters. If a smaller award, how to handle.
The Board gave formal compliment to Bev Lamb for the format and
content of the proposal.
Librarian: Career Center is in successful operation. KING -TV is
interested in showing.
Lasercat: - computerized microfiche and more - is being equipped.
Ken Shelton has donated computer equipment.
Minor cost incurred for interest on fund switch - borrowing -
in city accounts.
Unfinished business: Medical leave request, for payment of insurance
during maternity leave, 3 months @ $75 = 96225. City Treasurer says
not possible within terms of group health contract. Discussion
of possible ways to do, for example to increase monthly wage for
rest of year.
Probably best not to make exceptions and set a precedent.
Personnel Committee will follow up, and make decision.
Fund raising: Friends of Library, Home Tour connection.
- Artist logo.
-- Garage sale and art auction in October, being planned,
by Marge Abraham and others.
-- Soliciting funds: methods and problems
- Donation categories: generally agreed desimble, to be
decided.
-- General discussion of fund raising.
